Abstract

The subject of this Master Thesis is to write an application for a call in the European Funding program of Culture, called "Creative Europe”. The application is about a four year cultural exchange project between the regions Murau (Austria), Maribor (Slovenia) and Pecs (Hungary). The author works for a European Regional Development Company and managed a regional cultural project in the past. With this Master Thesis he tries to give an insight about the funding system of the European Union and its cultural part. Some examples of successfully installed culture projects in regional development are followed by a specific application for a transnational culture project.

The project should be a start for a long term collaboration of these regions supporting artists, culture, tourism and economic affairs. Inhabitants of these regions should receive a strong impression of other cultures, get to know new people and new friendships to generate a small support of retaining the peace positive development in Europe.

1. Introduction

Since 1994 Austria is a full member of the European Union. As member of the European Union we have many possibilities to run and execute own projects and ideas funded by European Union. The following Master Thesis concentrates on a concrete project, called "EU Cultural Platform Holzweltkultur”, planned in the field of art & culture.

The Master Thesis has been divided in three sections and follows a "top down” principle. The paper begins by briefly reviewing the structure and general targets of European Union in the next years and an insight in cultural funding. Section 2 then moves on to consider the application for the concrete call. In section 3 we give a detailed insight in the project and divers management tools.

The aim of this Master Thesis is to give an impression about the structure of the European Union and to analyse a special project funded by "Creative Europe”. The Master Thesis can be used as a concept for further regional development actions in culture of the Holzwelt Murau. The application itself is able to be submitted for funding in one of the next open calls.

1.1. Europe 2020

European Union is a cooperation of nowadays 28 countries. The members of the European Union arrange policies and targets in a seven year interval. The actual period extends from 2014 until 2020. With the term "Europe 2020” the Union wants to reach five big targets. 75% of all inhabitants between twenty and sixty four years should be employed in the European Union. This implies that young people need education. The rates of school leaving should be reduced below 10% and at least 40% of the 30 to 34 years old inhabitants complete the third level education. People should also find deployment in new fields. For this reason three percent of the gross domestic product of the European Union should be invested in research and development. The climate change should be decelerated. The greenhouse gas emission should be 20 % lower than the level of 1990. Energy from renewables sand energy efficiency should increase 20%. At least 20 million people should leave the boundary of poverty and social exclusion ("Europe 2020”, 2014).

To reach these goals a suitable budget and organisation is needed.

1.2. Organisation and Budget in European Union

The collaboration of EU members is executed by organisations on EU level but also on national level. On EU level a wide range of institutions, bodies and agencies define the different actions based on a financial framework conditions. The European Council set the broad priorities bringing together the leaders from nations and EU level. EU Commission works on all EU interests and Europe citizens represent the European Parliament. Governments defend their country's interests in the Council of the European Union ("EU institutions and other bodies”, 2014).

The European Union faces in the upcoming period a budget of € 959.988 billion from 2014 till 2020 ("Financial Framework”, 2014). In the past a high percentage of this amount was invested in areas of education, health, consumer protection, environmental protection and humanitarian aid via thousands of projects in the different member countries, but also countries beyond the European Union.

1.3. European Commission and its departments

The execution body of the European Union is the European Commission. It represents the interest of the whole European Union. Their main roles are the propose legislation, enforce of EU law, to set priorities for actions, to manage and implement EU policies and the EU budget and to represent the Union outside Europe. There are 28 commissioners working in the headquarters in Brussels, Belgium and Luxembourg. The Commission President is elected by the European Parliament. The current Commission President is Jean-Claude Junker ("About the European Commission, 2014”).

The Commission is divided into departments and services, called Directorates-General (DGs), which have to work on different policies. With November 2014 there are 33 departments and 11 services. The departments are divided from Agriculture and Rural Development (AGRI) until Translation (DGT). The departments organise all administration and are roughly equivalent to the administrative components of national government departments. The DG Agriculture and DG Justice reflect a sector structured Commission and DG Budget and DG Human Resources are organised around the function that they perform. The Secretariat-General is the most important and the permanent office of the Commission President. The departments have a total and permanent staff between 300-700 people. The Commission deploys around 24.000 people plus 6.000 people on temporary contracts (Cini, 2013, pp. 134).

1.4. DG EAC

The project written about in this Master Thesis concerns the policies and programs of the Directorate General for Education and Culture shortened DG EAC. The DG EAC is responsible for policy on education, culture, youth, languages and sport. In the policy of Education and Training the activities focus on helping countries to learn from one other and work together to improve education across Europe. In the policy of Culture the programme Creative Europe the activities try to promote cultural diversity, intercultural dialogue, cultural creativity and external relations. The activities of the Youth policy focus on people between the age von 13 and 30 years to give them a voice and a stake in the society. 24 official languages and 60 regional and minority languages are given in Europe and the Languages policy tries to promote language learning and linguistic diversity. The Sport policy should increase the participation of citizens in physical activities. Fight against doping, organised crime and fraud in sport are examples of different work-packages. Researches are also support by DG EAC. The actions of Marie Sklodowska-Curie shout train and develop researchers worldwide. These issues are handled by different programs ("DG EAC”, 2014).

1.5. Programs of DG EAC

The DG of EAC manages five different programmes:

1.5.1. Erasmus+

The Erasmus+ programme supports actions in the field of Education, Training, Youth and sport. It replaces and brings together seven programs of the former period like "life-long learning” or "The youth in action”. It wants to boost skills and employability and has a budget of Euro 14,7 billion. Over 4 million Europeans receive the opportunity to study, train and work abroad. Erasmus+ also supports for the first time sports. With the sports program EU tries to professionalise, increase and promote border cross sports. The programme offers opportunities for public sporting organisations, sporting organisations on every level, sporting unions, organisations promoting physical activity and event organisers in the sport section ("Erasmus+”, 2014).

1.5.2. Europe for Citizens

With the program of Europe for Citizens European Union aims to develop the European Remembrance, democratic engagement, civic participation and operating grants. The history and diversity of the countries in the European Union needs to receive understanding by its citizens. E.g. in 2015 this program takes its focus on the 70th anniversary of the end of 2nd world war and its consequences. In the part of democratic engagement there are three specific measures: "Town twinning” which brings together citizens of twinned towns, "Network of towns” which supports municipals and associations for long term projects and "Civil society projects” to support projects for direct participation in EU policies. Europe for citizens supports with two types of grants. Via (1) Action grants which face actions with a limited lifetime and (2) Operating grants for regular and usual activities ("Europe for Citizens”, 2014).

1.5.3. Eurydice

Eurydice is a network of the European Commission since 1980 which provides information on and analyses of European education systems and policies. 40 national units are member of Eurydice and cooperate in the field of education. It is coordinated and managed by the EU Education, Audio-visual and Culture Executive Agency in Brussels. In the Eurydice network there is information given about national education budgets, student fees, structures of education systems or also salaries for lecturers. Eurydice cooperates with other European and International partners. Since 1995 key data are exchanged with Eurostat (Statistical Office of the European Communities) and since 2005 CRELL (Centre of Research on Life Long Learning) is partner in the field of indicators. International partners are e.g. the OECD (Organisation for economic cooperation and development) and the UNESCO, the United Nations Educational, Scientific and Cultural Organisation ("Eurydice”, 2014).

1.5.4. EU Aid volunteers

This program brings people from different countries together who work in humanitarian projects worldwide. The EU Aid volunteers receive training and development and capacity building activities. The program is made for newcomers and humanitarian experts. Around Euro 147,9 million will be invested in deployment, capacity building and training and network and communication. Around 18.000 citizens are expected to join the programme ("EU Aid volunteers”, 2014).

The deployment in the EU Aid volunteers programme starts with January 2015. EU Aid volunteers have to be over 18 years and a citizen of European Member State or potential candidates (Echo Factsheet, 2014, p. 2).

1.5.5. Creative Europe

Creative Europe is the programme for European audio-visual, cultural and creative sector. The audio-visual, cultural and creative players of Europe should work and operate across Europe and should reach new audience as while as developing skills for the digital age ("Creative Europe”, 2014).

1.6. Creative Europe

Creative Europe is divided in two sub-programs: the Culture sub-programme and the Media sub-programme. The Culture sub-programme is created to help cultural and creative organisations. They should operate transnationally and circulation of work and mobility is supported by financial help. The funding opportunities are given in the fields of (1) cooperation projects, (2) literary translation and (3) networks or platforms. Calls for proposals are given in European Platforms, Literary Translation and Cooperation Projects ("Culture”, 2014).

The Media sub-programme concentrates on EU film and audio-visual industry. This program supports films, drama, documentaries and new media. It funds trainings and film development schemes. Projects should find new markets beyond National borders and European boarders ("Media”, 2014).

1.7. Cooperation Projects

In the sub-programme of culture in "Creative Europe” we find the funding source for this Master Thesis in the field of Cooperation Projects (Cooperation projects 2014). Cooperation Projects support the circulation and mobility of art and culture in Europe. Artists and creative work should reach new and larger audience and receive basis for innovative ideas. Cooperation project calls support two types of projects: Smaller scale cooperation projects and larger scale cooperation projects.

1.7.1. Smaller scale cooperation projects

Smaller scale cooperation projects need minimum one project leader and two other partners. They must have their seats in three different countries participating in the

Culture Sub-programme. These projects receive a maximum grant of Euro 200.000 with 60% funding of total eligible costs. A grant is financial donation/non­commercial payment by the European Union to finance either an action grant to achieve a Union policy objective or the operation of an entity which pursues an aim of general EU interest or supports an EU policy ("PRAG Document”, 2014). Eligible costs are costs, which accrue when projects are implemented. They come within the following criteria: actual, incurred during the project, determined according to usual accounting and management principles, used solely to achieve project activities, consistent with the principles of economy, recorded in accounts of the proposers, exclusive and non-eligible costs. In most funding programs eligible costs are personal, equipment or travel costs. The opposite costs are non-eligible costs (Luthar, 2008, p. 43).

1.7.2. Larger scale cooperation projects

Larger scale cooperation projects require one project leader and minimum five partners. They must have their legal seat in minimum six different countries participating in the Culture Sub-programme. These projects receive a maximum grant of Euro 2.000.000 with 50% funding of total eligible costs.

In both types the project leader or the project partner must have their legal seat in an EU member state or an EFTA country. The maximum duration of these projects is 48 month.

1.8. Call for proposals - cooperation projects

The main part of this Master Thesis includes the application for a call for proposals.

1.8.1. What is a “Call for proposals”

The term "Call for proposals” refers to a mechanism where candidates are selected for support of European Union by grants. Calls for proposals are publicly announced and candidates submit project proposals, which are chosen on a competitive basis. Successful proposals receive grants by the European Union. There are two types of calls for proposals. In the (1) restricted procedure the first phase only requires the submission of a concept note. Shortlisted applicants can then submit a final application in the second phase. The second type, the (2) open procedure, requires a concept note and a full application form ("Call for proposals”, 2011).

1.8.2. Features of a call

Every call for proposals has different features an applicant has to know and follow to be successful. These features are mostly announced on the call's website, like we have in our call. A call can be opened or closed and has a deadline until it has to be latest submitted. To find a call there is a special own reference code. It is published in the call notice. The guidelines and "how to apply” give all information about how to submit and apply for the call. The applicants need to register online to generate a Participant Identification Code (PIC) and fill out the special eForm. Next to the eForm there are also Mandatory template documents which need to be fulfilled and sent together with the eForm (“Cooperation projects”, 2014).

1.8.3. Call EAC/S16/2013

The call EAC/S16/2013 bases on Regulation No. XX and the Council of 11/12/2013 which established the Creative Europe Programme 2014 till 2020 (“Creative Europe 2014-2020”, 2014).

1.8.З.1. Priorities

The Cultural Sub Programme has the priorities to reinforce the cultural and creative sector. They support transnational projects bringing together cultural and creative organisations. European Union wants that EU inhabitants with a cultural background get to know each other and work together in different project. With activities there should be a European cultural and creative network created to receive exchange in personal and also virtual format. These European activities will stimulate the mobility and circulation of artists and emerge talents and also literary translation and promotion of translated work.

1.8.З.2. Conditions for participation

Applications for this call are able to send by countries of EU member states, acceding countries, EFTA Countries, The Swiss confederation, Countries covered by the European Neighbourhood Policy. The applicants need to be cultural and creative actors. Only legal persons who exist minimum 2 years from the deadline of submission of applicants are allowed to apply, no natural persons. Applicants must intend to achieve objectives and priorities, which will be described below in the document, and have stable and sufficient financial capacity to maintain their activity throughout the funding period.

1.8.4. EAC/S16/2013

As mentioned above there are two types of projects. Smaller scale cooperation projects and Larger scale cooperation’s. We apply for a "Smaller scale project” with a leader and at least two partners requesting maximum Euro 200.000 representing maximum 60% of the eligible budget.

1.8.4.1. Priorities for this call

The projects should cover the different priorities in context to transnational operating and transnational mobility and circulation. Support cultural and creative players with skills to strengthen this sector, to organise networking and test new innovative thinks. Activities like festivals, exhibitions and exchanges should include all kind of art also with a special view on literature.

Projects can either focus on one or more priority, at either one or more points of the value chain in either one or more cultural and creative sectors.

1.8.4.2. Award criteria of this call

To be awarded the applicant has to get as many points as possible out of the following criteria: (1) Relevance with max 40 points: How relevant is the project to operate transnationally, to promote transnational circulation and mobility of culture, creative work and artists and to improve access to cultural and creative works. (2) Quality of the content and activities with maximum 20 points: How is the project implemented in practice (quality of activities and deliverables) with focus on audience development strategy? (3) Communication and dissemination with maximum 20 points: This criteria evaluates how the project activities are communicated, knowledge and experience is shared with the sector and cross borders. Next to direct linked project partners the whole European Union should have an overvalue of this project. (4) Quality of partnership with maximum 20 points: How is the work of general organisation and co­ordination to generate a project with effective activities and sustainability for the future?

1.9. Recent EU funded culture projects

European Union offers an own dissemination platform where funded projects are short presented about project details, partners and results (Dissemination platform 2014). This website offers good information for new proposals to find out how innovative your own project idea is, which partners are maybe interested for a further project and which results are already given that can be used. Subsequent are given short descriptions about some projects and personal opinion assessment about differences to applications in this Master Thesis

1.10.Importance of the Call /Object of this application

The mentioned projects above are an extract of funded projects of the European Union in the "Creative Europe programme” in the last years. A big amount of projects in the cultural sector try to connect people and our selected call also tries to offer a start-up for long-term networking. It attracts attention that the projects are smaller and more specified as the project in the following application. Thus, a preliminary conclusion might be that the actors are not as flexible and projects do not offer as much space for innovation as offered in this Master Thesis project. Competitions for talents and innovative ideas or mobility vehicle like "Cultural truck” are not to find.

The application of this Master Thesis tries to offer the opportunities for transnational circulation and mobility of culture. There is a wide range of different activities which will attract many people also beyond the project boarder. The competitions and presentation platforms should give actors from the whole European Union opportunities to perform and find new audience. All actions will be carried out by experienced partners who have the intention to extract the actions to work together in the future.

2.1. General preliminary remarks to the pdf application

The used call needs a minimum of 3 partners for the application. As it is an application which can be used for the future but not submitted within and directly after the Master, there is no serious way to register all project partners online to receive PIC Codes for everyone. At this point let us consider that some fields in the application pdf are not able to be filled out 100% percent right and for this reason added subsequent:

All organisations have their own aims and activities. As there is no technical possibility in the application form to fill in the other partners we add them here:

2.1.2.1. Conservatory of Maribor

The Conservatory of Maribor is the central partner in Slovenia for young musicians and artists. (http://www.konservatorij-maribor.si/sl/Zgodovina/). High reputation helps in supporting the message of the project and organising many contacts of actors. They have a big music school which can offer many music students to be part of the music school concerts but also locations are given for concerts. The ballet school in the Conservatory will be part of the Cultural Festival. Dance sessions together with traditional dances of the partnership members are included in the framework programme. Performances on the cultural truck will include also artists from the Conservatory.

2.1.2.2. University of Pecs

Pecs, the city in southern Hungary, was the cultural capital of the European Union in 2010. There is located the University of Pecs, founded in 2000, including ten faculties (http://english.pte.hu ).The faculty of music and visual arts of the University includes a wide range of artists. Networking, concerts, the Cultural Festival, the Cultural Truck will be the main action points they join the project.

2.1.2.З. New England Music Academy Graz ^

For the Talent Casting of the project there is a special partner: New England Music Academy (http://www.nemagraz.at/). The Founder of New England Music Academy; Mr. Garry Guerrier, is born in USA and founded the "Black Rhino Productions” and "Sounds of Classics” in New Jersey. He started the New England Music Academy in Graz in 2010 and supports Pop Music Artist. With his contacts to Universal Music and Sony Music International he is able to connect young artists to these big companies. He will provide solutions for the life casting of the Talent show and support the jury. Talented artists will be chosen by him to receive special education in its academy for further development.

2.1.2.4. Zsolnay Cultural Quarter

Zsolnay is a very famous brand in the ceramics industry in Hungary and worldwide (http://www.zsolnaynegyed.hu/). They offer a wide range of art and work together with the Pecs Gallery (http://www.pecsgallery.hu). Temporary artists receive performance possibilities at Zsolnay and Zsolnay offers a lot of experience in bringing art ideas to the market.

2.1.2.5. Museums Szombathely

The Savaria Museum and the Smidt Museum yield a lot of experiences in Museum cooperation. They are special partners to organise the Museum's actions of the project in a right way (http://www.savariamuseum.hu/).

2.1.2.6. Pavelhaus lu^·

The Pavelhaus in Murfeld is an association of Slovenian living in Styria. They also include a Museum. Pavelhaus will be part of the Museum actions of the project. They also contribute their experience in working with transnational artists and are in charge to network and work for the cultural festival and the cultural truck. (http://www.pavelhaus.at/)

2.1.2.7. Kürbis NIES

Kürbis NIES organised the Radlpass Festival at the border between Styria and Slovenja and is in charge to give input in all project actions.

2.1.2.8. Masa Novak

Masa Novak organises the big LENT Festival (http://www.festival-lent.si/en/). The organisation team brings a lot of experiences in the project and have a big amount of contacts. Artists receive again many possibilities to perform also at LENT Festival.

As there is requested only one PIC for Holzwelt Murau, there is no technical option to fill in the different partners also in C7. The distribution of the grant bases on the self­financing rates of the partner organisations. The partner organisations are able to self­funding in own as follows:

Following these numbers there is a percentage of 50% for Holzwelt Murau, 20 % for Conservatory of Maribor and University of Pecs and 1,67 % for the other partners related to the total budget given.

Due to the percentage given above the partners receive the following funding out of EU grant 199.000:

B.2 Aims and activities of the organisation*

Please provide a short presentation of your organisation (key activities, affiliations etc.) relating to the domain covered by the project. (Max. Ю00 characters)

Holzwelt Murau is the regional development institution of the department Murau, located in the north west of Styria in Austria. Our impact is to implement different projects (mostly EU funded projects) in the region for a positive future trend. In 2011 we installed a culture & art platform called "Kunst+Kulturnetzwerk Murau" with the IMPACT to SUPPORT AND CONNECT LOCAL ACTORS. The key activities are to: provide a platform for inter-regional networking, support and organize PRESENTATION PLATFORMS FOR ARTISTS, further EDUCATION PROGRAMS FOR ARTISTS, support culture activities with different VIRTUAL AND REAL MARKETING TOOLS, "LOBBY" CULTURE in economic and tourism boards, CONSULT CULTURE EVENTS and ADVISE APPLICANTS IN FUNDING OPTIONS. Furthermore we try to CONVINCE INHABITANTS with our projects but also in face to face dialogues about the ADVANTAGES AND REASONABLENESS OF THE EUROPEAN UNION. Our local platform should be extended to an intercultural platform with neighbour countries.

Holzwelt Murau is the COORDINATOR of this project. Holzwelt Murau contributes office tools and the local network. It guarantees the support of the local surrounding like municipals and actors. Holzwelt Murau has good contacts for years with NEW ENGLND MUSIC ACADEMY who is s ecialised in Talent support and can offer them to Sony and Universal Music. We organised already a Talent competition in Styria and can embed all experience in a European Talent competition. Furthermore the manager and investor of Andreas Gabalier and Nick P. can offer support for Talents and Innovative Ideas of art. For four years we also operate a MUSEUMS PLATFORM. This one is easy to connect with Museums of the other regions. The music school director of the 8 music schools in our region is sitting in our advisory board for years and very interested in exchange with Conservatory of Maribor and Music University in Pecs. A transport company of our region could sponsor a truck for using as Cultural Truck.

Objective 1 - Reinforcement of the cultural and creative sector's capacity to operate trans- nationally:

- Priority 1.1 - Supporting actions providing cultural and creative players with skills, competences and know-how that contribute to strengthening the cultural and creative sectors, including encouraging adaptation to digital technologies, testing innovative approaches to audience development and testing of new business and management models
- Priority 1.2 - Supporting actions enabling cultural and creative players to cooperate internationally and to internationalise their careers and activities in the Union and beyond, when possible on the basis of long-term strategies
- Priority 1.3 - Providing support to strengthen European cultural and creative organisations and international networking in order to facilitate access to professional opportunities

Objective 2 - Promoting transnational circulation and mobility:

- Priority 2.1 - Supporting international cultural activities, such as for instance touring events, exhibitions, exchanges and festivals
- Priority 2.2 - Supporting the circulation of European literature with a view to ensuring the widest possible accessibility
- Priority 2.3 - Supporting audience development as a means of stimulating interest in and improving access to European cultural and creative works and tangible and intangible cultural heritage

The goals of the project support different fields of art: ARTISTS and MUSEUMS produce together an ONLINE PLATFORM to foster exchanging and networking. WORKSHOPS about history, visual arts/design and literature offer artists and inhabitants a view on the other culture. A CULTURAL TRUCK travels with different artists during the regions and transfers performing art. The yearly CULTURAL FESTIVAL connects artist, tourism and economic and provides innovative ideas and business models, which we find in our TALENT COMPETITION and INNOVATION COMPETITION.

The project gives the artists and the culture a perfect PLATFORM FOR THE CIRCULATION of the artists and its culture. EXCHANGE OF MUSICIANS via music schools support different kind of music of young people, the CULTURAL TRUCK which CIRCULATES in the regions promotes street art, theatre, photography and cultural art and the yearly highlight with the CULTURE FESTIVAL including different selected fields of culture offer a big potential for intercultural change. Especially for young people and new, less experienced artist it offers DIFFERENT WAYS TO PERFROM THEIR SKILLS. Although artists are experienced in their home region their receive support and opportunity to MEET NEW AUDIENCE and variety of expectations as while as background knowledge. The VIRTUAL PLATFORM offers the artists room for NETWORKING AND NET-CULTURE. Participants talk and discuss about art projects online and generate new, innovative cross cutting projects and methods. The TALENT and INNOVATION COMPETITION generate new talents and ideas. NEW IDEAS are consulted by the project coordinator and its partners offering a basis for prospective BUSINESS MODELS followed by help for START UPS targeting long term activities.

Actions in the project offer new ideas connection culture and tourism and bring new people together. Furthermore there is virtual network between MUSEUMS AND ARCHITECTURE as while as real network between the museums. The museums or historical buildings offer a great place for workshops in history, creative writing, design or graphics.

C.6 Summary of the project (max2000 characters).

Regions have to find tools to follow the speed of globalization. Using the example of learning regions culture is a strategic factor for success (Ehlert, 2012, pp. 27). The AIM of this project is to CONNECT ARTISTS, give them VARIABLE PRESENTATION PLATFORMS, SUPPORT TALENTS AND INNOVATIVE IDEAS, attract as many inhabitants for the different cultures and establish a LONG TERM COLLABORATION WITHIN THESE REGIONS. With its different packages the project satisfies several priorities of the call. A MULTILINGUAL HOMEPAGE in German, Hungarian and Slovenian, including all different kind of art & culture of the regions will be build up with information sent by actors of art & culture to the coordinator. The homepage represents a living and sustainable creature of networking and exchange of regional spanning culture and art. The homepage will be mirrored by a THREE LANGUAGE MOBILE APPLICATION informing also other stakeholders like tourists and inhabitants. A CULTURAL NEWSPAPER for the regions with an amount of 200.000 copies, well filled with artist contents, represents the project activities and informs about art & culture. An INNOVATIVE IDEA CONTEST offers the possibility to transact it and receive support from project partners, economy and tourism. Three WORKSHOPS in the three different regions offer knowledge about language, culture and different fields of art. A CULTURAL TRUCK travels around in the regions as a mobile stage and awareness-raising activity for inhabitants and artists. The highlights of the project are the TWO CULTURE FESTIALS in the end of the first and second project year, which foregathers culture, tourism and economic people of the three regions. Different art acts and a TALENT COMPETITION "Talent of the regions" border this festival. Varying persons in the project receive positions of authority to encourage their interests, building a platform for new innovative ideas and business models to enable a sustainable progress.
