The researcher is investigating on the perceptions of the three leaders in maneuvering and speeding up the legislation of the controversial USA PATRIOT Act that after the infamous Sept. 9, 2001 event, this act was enacted in less than one month and thirteen days in the Senate and approved (Oct. 26, 2001) by Pres. Bush immediately.
The purpose of this study is to assess the schema of the three US leaders using Operational Code analysis through the Verbs In Context System method of content analysis in influencing the creation of the said law. This will also show if the perceptions of the three US leaders are consonance with a certain pattern of political belief, which somehow affect the thinking of other leaders as manifested in creating anti-terrorism laws worldwide.

Research Objectives and Themes
The primary objective of this research is to assess the cognitive schemata of President George W. Bush, former Secretary of State Colin Powell, and former Secretary of Defense Donald Rumsfeld in the aftermath of the 9/11 attacks. The study investigates whether the operational codes of these three leaders directly influenced the rapid legislation and approval of the USA PATRIOT Act of 2001, effectively testing the impact of individual leadership belief systems on legislative outcomes during a period of national crisis.
- Operational Code (OC) analysis as a framework for understanding leadership behavior.
- The application of the Verbs In Context System (VICS) to analyze political rhetoric.
- The correlation between leader belief systems and the legislative process of the USA PATRIOT Act.
- The phenomenon of political "domino effects" in the creation of international anti-terrorism legislation.
- The role of US intelligence community statements in shaping executive leadership schemata.
Excerpt from the Book
Verbs in Context System
Back on the method, The Verbs in Context System (VICS) method of content analysis draws inferences about a leader’s operational code from public sources—speeches, interviews or other public statements by the individual. The most relevant source for the systematic prediction of the state’s behavior is probably the public speech. (Walker & Schafer 2000) The VICS method of content analysis is a set of techniques for retrieving belief patterns from a leader’s public statements and drawing inferences about public behavior that are compatible with these beliefs. (Wiemer-Hastings P., Peter, & Wiemer-Hastings K. 1998)
The VICS asserts that (Walker & Schafer 2006):
Leader’s beliefs = inferences of state’s behavior
Retrieval unit = public statement; Recording unit = utterance
This is how the VICS work by stating its procedures or steps (Walker 2000):
Summary of Chapters
I. What are you investigating? Why?: This chapter establishes the research problem regarding the influence of specific US leaders' perceptions on the rapid legislative enactment of the USA PATRIOT Act following the 9/11 attacks.
II. What have others done within the subject area?: This section provides a comprehensive literature review of operational code analysis, highlighting previous academic studies that examine how political leaders' belief systems correlate with foreign policy and conflict behavior.
III. What structure of explanation are you going to imply?: This chapter details the research framework by defining Anderson's Schema Theory and the Leites/George Operational Code method, while explaining the VICS methodology used to categorize and analyze the political rhetoric of the subjects.
IV. Which part of that body of knowledge your paper will be added to?: This section discusses the broader impact of the study, suggesting that the research contributes to the literature on how elite decision-making processes triggered a global domino effect in anti-terrorism legislation.

Frequently Asked Questions
What is the core focus of this research?
The research focuses on analyzing the operational codes—defined as belief systems—of President Bush, Secretary Powell, and Secretary Rumsfeld to determine how their personal schemata influenced the rapid creation of the USA PATRIOT Act after 9/11.
What are the primary thematic areas covered?
The study covers political psychology, operational code analysis, the legislative history of the USA PATRIOT Act, content analysis methodology, and the global spread of anti-terrorism legislation.
What is the ultimate research question?
The research asks whether the perceptions and operational codes of Bush, Powell, and Rumsfeld were sufficient to drive the legislative process of the USA PATRIOT Act during the height of the 9/11 crisis.
Which methodology is employed in this study?
The study utilizes the Verbs In Context System (VICS), a computerized content analysis technique that derives a leader's operational code from the linguistic patterns found in their public speeches and statements.
What does the main body of the paper address?
The main body examines the theoretical framework of Schema Theory, the specific indices of the Operational Code construct, and the systematic application of VICS to analyze political rhetoric from September 12 to October 26, 2001.
Which keywords define this work?
Key terms include USA PATRIOT Act, Operational Code, VICS, Political Leadership, 9/11, and Content Analysis.
How are the speeches of the selected leaders chosen?
The researcher focuses exclusively on public speeches, statements, and official remarks delivered by the three subjects within the specific timeframe following the 9/11 event until the signing of the USA PATRIOT Act.
Why is the USA PATRIOT Act considered a "triggering factor" in this study?
The author views the act as a catalyst that spurred a global "domino effect," influencing other nations to adopt similar anti-terrorism laws, thereby justifying the importance of studying the originators' belief systems.
