This work gives a reference for the management practice that will guide the Chad-Cameroon pumping capacity upgrade project. It includes the project organization structure, techniques, roles and responsibilities associated to the management activities that will be performed. It also describes how the proposed project will be controlled.

Additionally, the report explains management activities intended to ensure that processes and procedures are defined, and their execution will be continuously monitored, corrected if necessary and implemented, based on a common standard.

The main sections of the Chad-Cameroon upgrade will be the construction of a pipeline between Komé and Dompla to boost the capacity of the Doba-Komé-Belabo-Dompla (Chad-Cameroon) pipeline, along with new and/or improved gas terminals and compressor stations together with installation of cathodic protection and a supervisory control and data acquisition (SCADA) telecommunications monitoring system.

This report provides front-end loading engineering services for the development of an existing pipeline to transport crude oil between a refinery storage facility and a barge loading facility. This upgrade will allow bidirectional flow in the pipeline and boost flow rate capacity. The Chad- Cameroon upgrade plan includes integrating pipeline and storage terminal improvements.
