This research was aimed at establishing the different means of solid waste disposal and their effect on sanitation and water standards of the people of Mbale municipality. The research solely focused on analysis of the legal controls on wastes management and pollution of water sources in abide to establish the strengths and weaknesses of the same so as to come up with recommendations.

The research carried out was primarily concerned with an assessment of the legal controls for waste management and pollution of water sources in Mbale city. The researchers enthusiasm was driven by the fact that irrespective of there being in place a legal framework/ controls for waste management and pollution of water sources, poor waste management and pollution of water sources is still of concern to Mbale city today and to deny the facts would be complete denial and betrayal of truth.

1.1 BACKGROUND INFORMATION

Uganda like many other developing countries is facing rapid urbanization of 51 % per annum leading to overcrowding, development of slums, informal settlements and generation of large quantities of wastes, yet there is a poor public water and waste management practice. The population outburst in cities around Uganda could, among other factors, be attributed to rural urban migration.

The economic, social and environmental challenges as a result of population outburst in urban areas are already enormous posing serious environmental threats, including overcrowding, high levels of water and air pollution and attendant health risks, even with this small percentage (12%) of urban dwellers. Irrespective of this, water remains the most essential commodity to human and other forms of life yet recent studies have indicated that between 2000-2020 African population has increased from 800 million to 1.3 billion. 500 million people have gained Access to at least basic drinking water and 290 million to sanitation. However 411 million people still lack even a basic drinking water source, 779 million still practice open defication and 839 million lack basic sanitation services. As such, there is need to pay more attention not only to regulating the exploitation of water and diminishing pollution but also protecting the entire ecosystems of which water resources constitute an integral part of a country’s economy and should be protected and enhanced.
