People around the world believe that education is one of the best ways to improve its human life. In fact, one of the great educators Nelson Mandela said "Education is the most important weapon which can use to change the world". The Department of Education (DepEd) adheres to this belief that education must continue even in the time of pandemic the COVID-19. For DepEd Cavite province, most of the schools in the division implemented modular distance learning since most of the households in Cavite don’t have internet connectivity. The District of Trece Martires City adheres to the mandate of the division to implement the distance learning modality, particularly Modular Distance Learning for the learners, although there are some selected schools that implement online distance learning for their selected learners. This study was participated by 656 elementary school teachers and 16 school heads of Trece Martires City District.
