This study aims to measure the teaching performance of teachers in the new normal in terms of: What is the assessment of teachers and school heads on teaching performance of teachers on modular learning modality in terms of: establishment of communication platform (print and non-print), mastery of the learning area, assessment, addressing learning gaps and feedback mechanism to learning facilitators. Is there a significant difference on the assessment of teachers and school heads on the teaching performance of teachers in the new normal?
People around the world believe that education is one of the best ways to improve its human life. In fact, one of the great educators Nelson Mandela said "Education is the most important weapon which can use to change the world". The Department of Education (DepEd) adheres to this belief that education must continue even in the time of pandemic the COVID-19. For DepEd Cavite province, most of the schools in the division implemented modular distance learning since most of the households in Cavite don’t have internet connectivity. The District of Trece Martires City adheres to the mandate of the division to implement the distance learning modality, particularly Modular Distance Learning for the learners, although there are some selected schools that implement online distance learning for their selected learners. This study was participated by 656 elementary school teachers and 16 school heads of Trece Martires City District.

Excerpt from the Book
Literature Review
Ambayon C.M. (2020) on his study on “Modular-Based Approach and Students’ Achievement in Literature’ in Sultan Kudarat University Philippines, he discovered that the performance of the college students in literature in experimental group had improved from poor to excellent achievement whereas the control group had relatively improved from poor to fair achievement. With that result he recommended that the module be used in similar contexts particularly in learning mythology and folklore.
Another study was conducted by Abramova V. et.al on the “Pedagogical Model of Integrative-Modular Training in Professional Preparation of Students”. They concluded in their study that their developed pedagogical model of integrative-modular training has a positive impact on the professional training of students, in accordance with the indicators of their professional skills formation.
This means that modular learning modality can be effective way in teaching learners in distance learning.
