This study explored the risks, opportunities and challenges of e-payment system of Social Cash Transfer Program in the Thyolo District. The specific research objectives for the study were to identify risks, explore opportunities and then assess the challenges of e-payment system of Social Cash Transfer Program in the Thyolo District. In order to have an in-depth understanding of the topic understudy, diffusion of innovation theory by E.M. Rodgers was used. This theory outlines how new technology and other advancements spread through the society from the introduction to widespread adoption. The study adopted a mixed research design where both qualitative and quantitative techniques were employed. Both probability and non-probability sampling techniques were used to select the sampled 411. Further, Key Informant Interviews (KIIs), survey questions and Focus Group Discussions (FGDs) were used to collect its data. Statistical Package for Social Science (SPSS) was used to analyse quantitative data and thematic approach for the qualitative data. The study has established that Social Cash Transfer Program beneficiaries face somewhat risks, opportunities and challenges. Thus, the study recommends concerted efforts from various stakeholders to address the gaps in order to make e-payment a reality.

The primary aim of this study is to explore the risks, opportunities, and challenges associated with the implementation of the e-payment system for the Social Cash Transfer Program (SCTP) in the Thyolo District of Malawi, and to evaluate its impact on beneficiaries who have transitioned from traditional manual payment methods.

4.2.1 Level of understanding about e-payment

Based on the survey questions, 0.6% of the respondents were strongly disagreeing with the level of knowledge regarding e-payment, 6.6% were disagreeing, 52.5% were neutral, 39.2 % were agreeing and 1.1% were strongly agreeing. Further, the study also recorded a mean of 3.3370 and a negative skewness of - 0.320. Equally important, the results from KIIs and FGDs showed that the Social Cash Transfer Program beneficiaries had some difficulties in fully understanding the concept of e-payment. For example one of the CSSCs in Kuweruza village cluster in TA Changata had this to say:

“The officials from the district came here in February 2022. They told us that manual payment was over and that beneficiaries will start receiving their money through phones. Since then we have not received any training. Then we just saw beneficiaries start receiving their money through phones”

This was a clear indication that there was somewhat understanding of the e-payment concept as introduced in the social cash transfer program.
