Concept of Juvenile Delinquency

Juvenile delinquency is a state of young person who is yet an adult guilty of committing a crime. It is considered as an anti social behaviour. According to Tijani (2002), he opines that juvenile delinquency is any behaviour exhibited by a young man which does not conform to the rules, regulations, norms and value of his society and Akande, Ajayi, Fashiku, Jawondo, Talabi and Adebayo (2006) identified the delinquents acts common among the students in upper basic school as follows: cultism, sexual abuse, drug abuse, egoism and hooliganism, robbery and theft, murder, protest and riot, vandalisation of school/government properties, socio-religious crisis, gossiping/rumour peddling, avarice (greediness), homicide/suicide, truancy, disrespect for elders, examination malpractices , extravagance and materialism.

According to Islamic Shari’ah, it is established as contained in Q5:48 that Allah has prescribed for us a clear spiritual law (Shari’ah) covering all aspects of life including juvenile delinquency and whoever does not abide by the provision of Shari’ah (al-Qur’an and Hadith) is regarded to Allah a deviant person. Examples of different deviant behaviours condemned in al-Qur’an include the followings:

“ On that account; We ordained for the children of Israel that if any one slew a person-unless it be for murder or for spreading mischief in the land-it would be as if he slew the whole people: and if any one saved a life. It would be as if he saved the life of the whole people. Then although there came to them Our Messengers with Clear Signs, yet, even after that, many of them continued to commit excesses in the land” (Q5:32).
