This paper compares the Maldives and Myanmar looking at the Fragile State Index (FSI). Fragile or unstable states lack the capacity and legitimacy to provide basic services, security and stability to their citizens. These countries are often characterized by the following phenomena: weak governance, political instability, economic underdevelopment and social insecurity. Fragility can manifest itself in different forms, such as conflict, violence, poverty, inequality, corruption or human rights violations.

The Fragile State Index analysis is a tool used to measure and assess the degree of fragility of a country. The FSI, published annually by the Fund for Peace, is a complex index that combines 12 social, economic and political indicators to rank countries according to their fragility. The FSI is widely used by policy makers, international organizations and academics to identify and address the root causes of fragility, monitor progress and design effective interventions.
