The purpose of the study was to examine the current state, prospects and challenges in digitizing archival collections of Gemstones and its resources in Nigeria. The research adopted a qualitative research method. The case study research strategy was considered appropriate for the study. Data was gathered through observation and interviews. Interviews were conducted with fifty-two respondents from the Federal Ministry of Solid Minerals and Steel Development, Federal Secretariat, Uyo and the Akwa Ibom State e-library, Uyo, Akwa Ibom State, Nigeria. The study revealed that the respondents claimed to have good knowledge of Gemstones occurrence and its economic importance in Nigeria. They have knowledge of digitization, are aware of the need for digitizing reports published about Gemstones in Nigeria, and that most of the collections are currently not being digitized. Respondents admitted that digitization would be highly beneficial to Government, the institutions that regulate mineral resources, corporate organizations and artisan miners but issues such as lack of funding, lack of digitization policy and lack of trained personnel are the major challenges facing the digitization of Gemstones in the country. The research deals with the contextual and local nature of digitization and brings to the fore the importance of digitizing the collections of Genmstones and its resources in Nigeria. The findings and recommendations of this study is very useful to the Federal and States Governments, policy makers and all stakeholders in the solid minerals sub-sector, especially now that Government propose to diversify the Nigerian economy.

Gemstones

Gemstones have been prized for centuries as representations of beauty and status. In 2015, the global market for rough gemstones is conservatively estimated to have been worth between USD 17 billion and USD 23 billion (Bain and Company, 2014; De Beers. 2015). Yet in many countries and Nigeria where gemstones originate, this wealth has only marginally supported development and the industry remains marked by:

1. Widespread illegal activity. Many miners and traders operate outside of the formal sector, slowing the diffusion of appropriate environmental, social, and labour practices, and perpetuating linkages between the gemstone business and organized crime, internal conflict and corrupt regimes;

2. Low revenue collection. The gemstone industry’s contribution to public spending remains constrained in many cases by the under-reporting and under-valuation of production, or by government failure to negotiate a fair deal;

3. Minimal value addition. While the cutting, polishing and processing of gemstones, and their manufacture into jewelry, represents a relatively sustainable source of skilled employment and economic growth, only a small fraction of these activities are conducted in countries where gemstones are extracted; and

4. Weak oversight. Inadequate regulation, weak traceability mechanisms, and only occasional disclosure of contracts, payments and other crucial information have limited accountability of actors throughout the gems and jewelry supply chain (Natural Resource Governance Institute, 2014).
