Evaluation and Critical Discussion of the Extent to which Ecotourism Has Been Implemented in Brazil

Brazil’s top destinations are still Rio de Janeiro and Sao Paulo, but the niche segment of ecotourism is getting more important for the generation of tourism (Slob and Wilde 2006) and there is a shift in marketing from ‘sea, sand, sex‘ to ‘culture, eco, sustainability‘.

The Brazilian ecotourism market is regulated and affected by a complex network of law, policy and private and public initiatives of which the most important ones are listed chronologically in the following table.

Within the above illustrated legal and political environment, different projects have been run in Brazil, especially in the Amazon region. The International Ecotourism Society(TIES 2003) highlights the establishment of the ‘Interministerial Ecotourism Task Force‘ in the early 1990s to address the environmental threat of rapid tourism growth. This group produced ‘Guidelines for a National Ecotourism Policy‘ of which the Ministry of Environment took lead in implementing. Nine Amazon States were used to test the guidelines (TIES 2003). Fennell (2003) adds that Brazil’s commitment for ecotourism is represented in the development of a code of ethics for ecotourism in 1996.

“Brazil has actively promoted ecotourism, especially in the Amazonas and Pará States ... . Eleven States in Central Brazil comprise the ecotourism corridor, in which a wide array of ecological attractions is provided ...“ (Slob and Wilde 2006:19). Under the administration of president Lula da Silva, the federal tourism offices have been restructured, leading to EMBRATUR (Brazil’s National Touristic Organization) being primarily devoted to promoting Brazil abroad and the Ministry of Tourism being in charge of management and bureaucratic work (Slob and Wilde 2006).
