1. Introduction

As temperatures rise and ice melts, great power rivalry and geo-economic conflicts have entered the Arctic region. Twenty years ago the arctic was far from being interesting to the biggest nations in the international arena. This has dramatically changed in recent years, as it got more attention - both by the European Union and China. In 2008, the European Commission saw the European Union (EU) in an excellent position to collaborate with the five Euro-Arctic states and its strategic partners Canada, Russia, and the USA to shape Arctic governance in the fast-changing environment. China on the other hand stretched its arms after announcing the Belt and Road Initiative to the world. For China, the region is particularly attractive because it shortens traditional trade routes that go through the strategically important points of Panama or Suez Canals between Asia and North America up to 7500 km and Asia and Europe up to 7635 km. Both actors therefore have a strategic interest in the region that could develop into possible conflicts over influence in the future.

In this paper we will first have a look at the main actors involved in the Arctic, namely the Arctic Council. We will then talk about three milestones, so to say, three junctures, that changed the region and its importance for both, the EU and China. We will touch upon their implications, focussing on the EU's and China's interests in the region, and on how well they are able to reach their self proclaimed goals. With a concluding analysis on the risks and challenges, but also possible opportunities for the region and the international community itself, we will draw three scenarios, from worst to best case scenarios and one that is the most probable one.
