The role of think tanks in the process of policy formulation is attempted to be presented in this term paper. The policy formation phase of the policy process is deemed crucial and encompasses various topics. The policy formulation process entails the involvement of many actors, stakeholders, and experts at different levels and degrees of engagement.

Public-policy research, analysis, and engagement groups known as think tanks are utilized to produce policy-oriented research, guidance, and analysis on national and international topics, enabling decision-makers and the general public to make well-informed choices regarding public policy. The conceptual definition of policy formulation, concepts of think tanks, and different classifications of think tanks are covered in this paper through the revision of explanations and descriptions provided by scholars. Additionally, the history of think tanks is discussed in this section, with a critical examination of its beginnings.

In the subsequent stage, the role of think tanks in policy formulation is explored by examining various pieces of literature addressing the issue. Furthermore, an attempt is made to investigate the contributions of think tanks in China, the USA, and Ghana. Finally, an assessment of the situation in Ethiopia is conducted by considering articles written on the issue

5.2 Policy Formulation

In general, ‘policy formulation’, or the activity of finding, devising and defining problem solutions, takes place once a public problem has been recognized as warranting government attention. Formulation thus follows an initial ‘agenda-setting’ stage of policy-making and entails the various processes of generating options about what to do about an identified and prioritized problem. During this period of policy-making, policy options that might help resolve issues and problems recognized at the agenda-setting stage are identified, refined and formalized. Formulation activities are thus distinct from other aspects of policy-making that involve authoritative government decision-makers choosing a particular course of action, or the actual implementation of the policy on the ground. (Schmidt, 2008)

Policy formulation is prioritising among different needs of the public or choosing the direction of solution for the defined problems from the existing alternatives. It also incorporates different stakeholders and actors at each stage of the policy-making process.

Policy formulation is the development of proposed courses of action to help resolve a public problem. As noted, policy alternatives are continually being studied and advocated as part of the policy stream and constantly being evaluated against the prevailing standards for policy acceptance. Among the standards for policy acceptance are economic cost, social and political acceptability, and likely effectiveness in addressing the problem. Policy analysis is abundant at this stage of the policy process, as the leading policy actors (formal and informal) look for information and ideas that will allow them to pursue their goals.
