1. Background of the Study

Nowadays, it is understood that education is a crucial tool for a nation's overall growth. In this regard, Meresa, M. & et. al (2019) claimed that education is a cornerstone of economic and social growth, citing Lockheed & vekspoor (1991). Education improves the productive capacity of and their political, economic and scientific institution. In the same argument in the Ethiopian context also education is highly expected to contribute much for over all national development. The education and training policy of 1994 states that, education enables individuals and societies to make all rounded participation in the development process by enabling learner’s to acquire knowledge, ability, skills and attitudes.

Learning is improved when educational leadership is effective. All educational leaders must possess technical, intellectual and conceptual skill strongly to contribute for school improvement (Ahmed, K. A. 2016). To build its leadership strength, an organization need to know what elements of leadership are required and valued most in the organization in order to attain the intended objectives. Supporting this idea Sergiovanni (cited in Temesgen, 2011) suggests that the success of a school to accomplish its goals depends largely on the ability of the school leaders. Bush (2007) contends that the effectiveness of leadership has a major impact on educational results for both students and teachers. Furthermore, it is widely acknowledged in both developed and developing nations alike that strong leadership is essential for schools if they are to make the greatest possible contributions to educational advancement.
