Fluctuations in Indo-Russian Trade

This was crucial for the survival of Russia’s arms industry, which suffered as its own military reduced orders in the aftermath of the disintegration of the Soviet Union. Indeed, as early as 1992, India and Russia had negotiated arms agreements worth $650 million. A particularly high point since then has been the evolution from that of a purely buyer-seller relationship to joint research, design development, and production of state-of-the-art military platforms, a successful example of which is the Brahmos missile. In the indigenous production of tanks and fighter jets, the two were involved along with the upgrade of existing systems.

In economic relations, however, there has been no parallel. In the 1990s, disputes regarding the rupee-rouble rate and repayment of amounts owed by India continued. Alongside competition from other fast-developing nations, there was a downslide in the Russian economy as well as the opacity of laws in the post-Soviet state, all of which contributed to the decline in the share of India in Russian trade. By 1996, Russia’s trade with India contributed a mere one percent of Russia’s overall trade.

The Soviet-era cooperation of its financial foundation ceased to exist in 1992. This was the rupee-rouble exchange scheme. The prices and payments under this scheme were designated in roubles and rupees according to a mutually agreed rate of exchange, but accounts were settled in a staggered manner in goods. There were specified and restricted goods in trade, and purchases and transactions were conducted under the supervision of the Reserve Bank of India. The nature of Indo-Russian trade was transformed with the end of this arrangement, which was based on convertible currencies since 1992.
