Excerpt from the Book

1.1 Background to the Study

The arts, whether in traditional or contemporary form are business ventures and an industry because they entail the production of artistic goods and services in large or small-scale for-profit maximisation towards individual, groups and national development. Chris Nwamuo provides a well-researched literature on arts administration. He classified arts organisation into categories, namely;

a. Professional non-profit entities such as museums, arts councils, symphonies, jazz organisations, opera houses and bullet companies.

b. Nonprofessional profit arts related organisations such as art galleries and music companies.

Arts council is a government or private non-profit organisation dedicated to promoting the arts. It is an organisation with the aim to uplift, provoke, soothe, entertain, educate and promote the cultural heritage of the people. Chong provides five traditional management functions which can be applied to art institutions and organisations: planning, organising, staffing, supervising and controlling (5).

The emergence of State Councils for Arts and Culture in Nigeria had its roots in the global reawakening of the importance of culture in the early 1970s especially amongst black communities of the world. This cultural reawakening brought about series of activities including inter-governmental conferences on cultural policies. The Nigeria Government in 1977 hosted the entire world to a festival of Arts and culture which was code named‘FESTAC77.’This was a major step in the development of Arts and culture in Nigeria(Ligom,2002,p.4). In addition, the Federal Government setup the National Council for Arts and Culture (NCAC) and also made it mandatory for all states in Nigeria at that time to establish state Councils for Arts and Culture.
