Transforming Academic Libraries with ICT. A Case Study of Limkokwing University, Sierra Leone

Information and Communication Technologies (ICTs) have revolutionized academic libraries and information services worldwide, bringing unprecedented changes and opportunities for transformation. In the context of Sierra Leone and considering recent global ICT trends, this study explores the impact of ICTs on Limkokwing University Library. The primary objectives of this research were to assess the level of automation, evaluate the usefulness and effectiveness of ICT resources, identify necessary skills for their optimal utilization, and understand barriers hindering their effective use. Limkokwing University Library, situated at Hill Station, Sierra Leone, serves as the case study for this investigation.
Employing a survey research design, data was collected using questionnaires distributed to students, administrators, and researchers. Fifty-five questionnaires were administered, yielding fifty usable responses. Data analysis involved the use of tables and percentages to interpret findings.
The study uncovered that while certain divisions, such as the E-Learning Services, are automated; the broader library system at Limkokwing University is not fully automated. Key ICT resources utilized include CD-ROMs, online databases, and the World Wide Web, primarily for information storage and retrieval purposes. The research underscores the substantial impact of ICTs on library effectiveness.
In conclusion, this study advocates for increased adoption of ICTs at Limkokwing University Library, emphasizing the need for enhanced financial support to develop basic ICT infrastructure. Furthermore, it highlights the challenges posed by insufficient staffing and unreliable power supply, recommending the integration of standby generators to mitigate frequent power outages.
This book aims to serve as a valuable resource for librarians, educators, administrators, and policymakers seeking to leverage ICTs in their respective institutions. By sharing insights and lessons learned from Limkokwing University's experience, we aspire to inspire and guide others toward establishing more efficient, responsive, and technologically advanced academic libraries.

Part One (I): Introduction

Previously, libraries were often viewed simply as repositories of knowledge. However, the advent of Information Communication Technologies (ICTs) has fundamentally reshaped library operations (Afolabi, 2020). Tasks once performed manually in libraries, such as acquisition, technical processing, and circulation, are now efficiently managed through ICTs (Jain, 2019). This technological shift has greatly enhanced patrons' access to information, making it essential for libraries to utilize computers and the Internet to effectively meet the demands of the Information Age (Bamidele & Adebayo, 2021).

ICTs encompass a wide range of technologies used to gather, store, manipulate, and communicate information in various formats (Dorner & Gorman, 2011). They integrate telecommunications, computers, enterprise software, and multimedia to facilitate the seamless transmission and understanding of data (Owusu-Ansah, 2013). The increasing dependence on ICTs has led to widespread adoption in various sectors, including academic libraries. In Sierra Leonean academic libraries, ICT adoption has significantly contributed to educational advancement since the early 2000s (Sesay & Sesay, 2018). Libraries now utilize computer devices to enhance services, create electronic catalogs, compile bibliographies, and provide quick access to resources (Kamara, 2020).

This shift has not only modernized operations but has also expanded the scope of services offered to patrons. Despite these advancements, challenges like poor connectivity, financial limitations, and inadequate ICT skills persist, influencing the effectiveness of these technologies in library settings (Conteh, 2017). The introduction of ICTs into Sierra Leonean academic libraries has necessitated organizational reconfigurations, altered work patterns, and spurred demand for new skills and job roles (Jalloh, 2016). For instance, library staff are now required to possess expertise in database management, digital archiving, and web-based service delivery. This demand for technical proficiency underscores the need for continuous professional development to ensure that library personnel can effectively utilize ICT tools.
