2.2 Gender inequalities in Workforce Participation

Women in Kosovo face significant challenges in the labour market, with their participation consistently lagging behind men. The overall labor force participation rate in Kosovo is 38.6%, which is lower than in most countries in the region. This figure is heavily impacted by the significantly lower participation rate of women in the labor force. Women represent the weakest segment of the working population compared to men, as their labour force participation rate stands at only 18.1%, according to data from the Labour Force Survey 2015. More recent estimates place female participation at approximately 22%, the lowest in the Western Balkans region (Kosova Agency of Statistics, 2023).

This disparity is much greater than in other states of the former Yugoslavia, highlighting the severity of gender inequality in Kosovo’s labour market (Gashi et al., 2019).

Gender biases among employers further exacerbate these inequalities. Nearly 50% of employers in Kosovo prefer hiring men, while only about 20% actively seek female employees (Kosovo Women’s Network, 2016). Between 2016 and 2020, the number of inactive women rose steadily, despite slight improvements in labor force participation and employment rates. Between 2019 and 2020, female labour force participation increased by 4.02% and employment rose by 5.83%. However, the overall number of unemployed and inactive women also increased during this period, signaling persistent structural barriers (KAS, 2020; Hajdari & Krasniqi, 2021a).
