Madagascar is one of the poorest countries in the world. This phrase is ubiquitous, in newspapers, documentaries and books of all kinds. For anyone with common sense, this fact can only be alarming and should, more than ever, spur us all on to find a lasting remedy. The present research ambitions to make a small contribution to this pharaonic task of combating poverty. However, when it comes to development, we often take countries like the United States of America, China and many others as benchmarks. Although they are developed, their socio-historical and cultural contexts are distinct from those of African countries. It is no surprise, therefore, that a development model that has been crowned with success in those nations may, to some extent, turn out be a spectacular failure in the particular world of Africa. Which, by the same token, justifies our choice of Rwanda as subject of study. In this sense, the socio-economic development of the country steams from these following six factors, such as: visionary leadership, unparalleled political stability, intolerance to corruption, an attractive and secure business environment, firm determination to join the Commonwealth and, finally, revolutionary social security reforms. Aware of the country's strengths and weaknesses as being landlocked, the Rwandan government has tailored its programmes to match the country's potentials. What's more, in the absence of political upheaval since the 1994 genocide, Rwanda has become a haven of peace for national and international investors, which subsequently contributed to improving their business environment. Besides, unlike in numerous African countries where impunity reigns supreme, Kagame administration has an uncompromising stance towards public funds embezzlement or other forms of corruption, and imposes heavy penalties for those found guilty. Ergo, aids or budgets allocated to development have the luxury and privilege of being put to good use. Furthermore, Rwanda broke free from the stranglehold of ‘Françafrique’ by joining the Commonwealth in 2009, without which its economy would remain extroverted, like most of former French colonies. Finally, in an effort to protect the population against financial risks associated with ailments, the Rwandan regime has set itself the task of making health insurance accessible to the general public. In short, Rwanda's economic, social and political success could be attributable to the harmonious synergy of all these elements.
