Capacity building is an important strategy appealing to the conditions of child soldiers and human trafficking. Reliability is an important precondition to build trust and thus to change attitudes lateron. However, it is not a panacea for every problem. Various key conflict management strategies should be applied contemporaneously to cover different areas of difficulties. DCAP presents a comprehensive overview of enforcement measures for dealing with child soldiers, among which capacity building is one viable method among many (DCAF 2006).

Objectives and Topics

The primary objective of this paper is to evaluate the applicability of the conflict management strategy known as "capacity building" in addressing the crises of child soldiers and human trafficking. The research examines how systemic improvements and institutional development can provide long-term stability and reintegration pathways for affected populations.

  • Theoretical foundation of capacity building in development contexts.
  • Mechanisms for addressing socio-economic drivers of child soldier recruitment.
  • Institutional reforms to combat human trafficking in fragile states.

Excerpt from the Book

Capacity building in the context of child soldiers

Coming from the field of development, capacity building aims at "the improvement of systemic conditions to create an enabling environment for poverty reduction and sustainable development" (Black 2003, p. 116). It can be considered rather as an indirect post-conflict managing strategy, which does not apply to the immediate alleviation of the (psychological) situation of those children that were forced into warfare by some means or other. However, it can be seen as an appropriate method to create a sustainable future in the long run. Capacity building is utilized to improve living conditions by creating the necessary framework, in which former child soldiers can find stability and a more promising future. This method can facilitate the reintegration of former child soldiers into a functioning society.

Moreover, it is an important tool to reduce and finally overcome the fatal circumstances of the current situational vulnerability that had forced the children or their families to participate in war. With the help of this strategy material hardships (poverty according to Achvarina and Reich is one of the key factors for explaining child soldier participation, 2006 p. 133), lack of education, lacking infrastructure etc. can be countered, thus allowing families bit by bit to decide for other options, and thus lead a more decent, better life.

Summary of Chapters

1. Conflict Management Strategies in the Context of Child Soldiers and Human Trafficking: Provides an overview of various strategies and introduces capacity building as the focal point of the analysis.
