Technocracy is a term used to describe infiltration process of intelligence - scientific or technical, into political and economic institutions responsible for key decisions making.
Technocrat is a person that knows how to prepare scientific and other special knowledge into secret information, because only secret information - not publicly known, is the most appropriate to be offered to information market.
During the middle of the 20th century political elites set some basic rules upon technology transfer control. In 1949 in USA was established the Law on control, aiming to control technology transfer to Eastern countries. In 1950 USA and EU countries established COCOM (Coordination Committee for Multilateral Export Control), to ensure control on technology export from West to East Europe. Hundreds of products, resources and technologies controlled by COCOM, had minimal chances for transfer to socialist countries.
