Utilizing the example Norway, the last part of this report examines the repercussions of Norway (hypothetically) starting to drill for oil in the Arctic areas that are currently not clearly assigned to one state’s territory.

Norway, through its state-owned oil company Statoil, starts drilling for oil in the sea below the Arctic. This will, in any case constitute the first step, as installing pipelines and other infrastructure of high financial intensity will follow afterwards only.

Norway discovers an oil field. By now, all Arctic powers (besides other nations) are aware of the Norwegian involvement in the Arctic. Intelligence technology makes it possible to easily assess the difference between a small-scale research project and the extraction of oil.

In any case, this step would be followed by outcries of anger by other national governments; warnings and advice to halt the extraction process would pursue. If, by now, Norway does not refrain from extracting more crude, and publicly affirm this step, tensions might be rising at a considerable pace. From now on, every second that passes is crucial in the eyes of other world leaders. Obviously, all parties are aware that the oil in question can only be extracted once.
