Over the past few decades, political scientists have extensively pondered on the various theories that describe, suggest or reflect the nature of international security. Some are encouraging and ambitious, others firmly pessimistic, and with a few exceptions, all are often too abstract from contemporary and relevant practices and viewpoints. Such theories have too often steered away from the relevant factors needed for the establishment of international peace and security. The rise of certain doctrines, most often in the form of nationalist ideologies, have been met with the suppression of highly important elements that are used to define social groups, culture being one of them.

Even though the term 'culture' can be broadly defined, in this context it is a reference to the unavoidable social diversity among the world population in terms of social norms, practices, traditions, ideologies etc. Social theorists such as constructivists would argue that the human factor is very often disregarded when creating and implementing decisions that concern multiple social groups. The issue of uncertainty is an example of the problems posed by the clash of different cultures as well as the limited research and education (social-wise) that plagues such conflicts.

Is culture important for international security?

Taking the cold war as an example, one can easily see how the clash between the two ideologies at the time partly resulted from the uncertainty stemming from different cultural bases. Both the communist and capitalist agendas were deeply rooted in their societies. Continued feudal practices in the East versus the rapid industrialization processes in the West during the same time-frame, namely the 18th and 19th century, undoubtedly contributed to the birth of an ideological clash due to the inability of the opposing sides to understand the basis and reasons for the views and intentions of the others.

The role of religion in conflicts such as wars is an important, and often overlooked example in the context of culture. Confusion, misunderstanding or misinterpretation of the intentions of the 'enemies' or, for example, their religious symbols, often serves to additionally fuel the struggles. Due to the nature of religious views, their proponents often have difficulty in letting go of their stances in order to compromise or give-in to their 'morally inferior' or 'ideologically poorer' opponents. Mediation efforts are often the preferred method in solving such struggles, mainly because they succeed (or at least, should be succeeding, otherwise the process cannot be fruitful) in encompassing all the conflicting viewpoints and reducing them to commonalities.
