This paper analyzes the effects of collusion of German fuel markets and compares the markets with other countries. It is discussed whether it is easy to detect collusion when fuel stations have to report their prices in real time to a Transparency agency. However, the price transparency simplifies collusion, even the customers are better informed,but due to the differentiated Hotel market the price transparency makes collusion difficult. Hence, there is a high welfare.
