The WBS is a powerful project management technique that is used to allocate and delegate responsibility to help accomplish different tasks or activities. The allocation of resources is often a dilemma for many project managers. Through the WBS, priority project activities are identified and resources are then allocated accordingly. The project managers can also use the WBS to delegate responsibility to other members of the project team. Responsibility is the obligation to achieve goals by performing required activities. That is, it is a particular obligation or commitment on the part of a manager or to a more limited degree a subordinate, to carry a task in accordance with instruction received. It is believed that if subordinates are given responsibility for certain activities it motivates them to perform to their full capabilities. Once subordinates perform to their full capabilities project activities are likely to be carried out in an effective and efficient way. Thus the WBS is a project management technique that can be used to instill responsibility, motivate project personnel and ensure that project activities are carried out in a way that achieves project goals and objectives.
