The invocation of the War Measures Act in a domestic crisis proved to deal the violent wing of Quebec’s sovereignty movement with a severe blow. According to Robert Bothwell, the October Crisis revealed that the governments in Ottawa and in Quebec were fundamentally united in resisting terrorism. These widespread arrests ultimately led to the rapid decline of the FLQ which represented the violent wing of Quebec’s sovereignty movement. William Tetley, in his account of the October Crisis, described the War Measures Act as having effectively quashed terrorism in Canada.

Under the War Measures Act Regulations of October 16, 1970, the FLQ or “any group of persons or association that advocates the use of force or the commission of crime as a mean of or as an aid in accomplishing governmental change within Canada, is declared to be an unlawful association.” Based on this premise, any person who was a member of the FLQ or any other organization with similar aims could be arrested, detained and imprisoned for up to five years. These regulations granted “emergency powers” to the police forces of Quebec who were aided by the Canadian armed forces. Historian Michael Freeman believed that the quick response and decisiveness undertaken by the authorities deterred potential FLQ sympathizers from continuing the campaign established by the FLQ. Many sympathizers did not feel it was worth their efforts due to the possible consequences of being arrested or imprisoned. For the many students who had so passionately supported the FLQ at Paul Sauvé Arena, the government’s decision to invoke the War Measures Act opened their eyes to the intolerance of their support for a radical revolutionary organization. Public support for the FLQ had already been low at the time as most people were opposed to their terrorist and aggressive methods. With insufficient individuals eager to continue their campaign, the violent separatist movement in Quebec was nearing its end.
