THE HISTORY OF THE LOOK-TO-THE-EAST IDEA: SOUTH KOREA’S INTEREST IN THE MALAYSIAN SOCIO-ECONOMIC DEVELOPMENT

ABSTRACT

The development of the Malaysian economy currently inherited from three previous levels, starting from the growth and rapid development level of natural resources industries from the mid 19th century until the year 1914, followed by a volatility or instability period of natural resources industries between the First and Second World War and last but not least the level of consolidation and rationalisation of natural resources industries together with a diversified economy after 1945. Although Malaysia is a former British colony, the importance of Japan’s economy has contributed to the change of the foreign policy from the Pro-West Policy during the colonial and post-colonial era to the Look-to-The-East Policy during the administration of Dr. Mahathir Mohamad. Therefore the main issue of this study is to unravel the existence of the Look-To-The-East idea in Malaysia which focuses on South Korea before it was made as the central policy, as moulded by Dr. Mahathir Mohamad. In terms of the methodology used, the initial phase of this research entails identifying and collecting primary and secondary sources from the libraries, archives and reports from various government’s organisations. Realizing the importance of South Korea’s investment to the Malaysian economy, the Look-To-The-East idea still remained during Tunku Abdul Rahman, Tun Abdul Razak and Tun Hussein Onn era. The continuity of the Eastern-oriented thinking by these three Prime Ministers figures had witnessed South Korea became as inspiration in Malaysia trade relations when Dr. Mahathir Mohamad took over the country’s leadership.

Introduction

Ann Wan Seng in his writing, Rahsia Bisnes Orang Korea1 said the Korean people in business skills are relatively new when compared to the Chinese and Japanese. Although still new but the Koreans managed in economics field to become an important developed country. Korean people do not have a history somewhat but this did not prevent them to excel in all fields of work. They do not use the excuse that includes the geographical situation as an obstacle to progress. Otherwise all the difficulties, limitations and narrowness serve as an impetus for success. Koreans are a unique race. Many of us did not know so much about the Korean people against the Chinese and Japanese. The country's location that is far north and not much information is displayed regarding the Korea unless its achievements in the economic field causes a lot of their secrets of success can not be shared with other Asian races.

Writing relating Korea is less and these results in efforts to unearth the secrets and recipes of Korean economic miracle could not be done. Secrets stay secret as if it was not dismantled and disclosed. Similarly, the magical recipes of South Korea in developing its race and nation remain secret if not be shared with other races. Many things, aspects and knowledge of how South Korea is a developed country can be learned. In fact, the methods they use are not impossible and incredible. What is needed is to recognize the sincerity of the Korean people, the way of thinking, strategy and modus operandi used to change the conservative race to be the most dynamic and innovative. Without recognize, understand and feel the pulse beat of the Korean people, we will not be able to learn much less appreciate and implement the principles used by them. Thus the book is written as a general introduction to reach out and scour history, travel and achievements of South Korea to become a world economic superpower.

P.J. Drake in his writing, Currency, Credit and Commerce: Early Growth in Southeast Asia2 discuss the economic structure of Malaya before 1914 that are fundamental to the economic development of Malaysia today. Before the First World War, Malaya export growth is based on domestic sources and supply-driven market opportunities and entrepreneurship. This leads to the importance of short-term trade credits, the availability of capital and the reinvestment of profits. The initial driving force of economic development of Malaya is the government, labor, capital and companies that are concentrated in raw materials. International payment systems, financial mechanisms and exchange rate fluctuations play a role in influencing capital investments in Malaya. Because London is a center of international trade at the time, merchant firms play a role as British trade representative in Malaya.3

Communication and transportation systems are two important aspects in the development of the economic, social, administrative and defense of Malaya. The arrival of British has improved these two systems to smoothen the administration and safeguard its investment.4 Economic development of Malaya appears highly dependent on foreign investment and freedom currency exchange is highly emphasized by foreign investors. Before gaining independence from the British, Malaya’s financial system is similar to other British colonies. The most important financial institutions at that time were the commercial banks, monopoly by the British. The interbank market in domestic currency and foreign exchange developed but there is no long-term capital market. London is a repository of local long-term savings and a major source of long-term funds for investment in Malaya.

While researchers writing economic history of Malaya such as Wong Lin Ken (1965),5 Lim Chong Yah (1967),6 J.C. Jackson (1968),7 Yip Yat Hoong (1969),8 Kernial Singh Sandhu (1969),9 J.H. Drabble (1973)10 dan A.J. Stockwell (1976)11 only take certain aspects of Malaya economics, such as rubber, tin, population and economic characteristics that are different without trying to relate them, this study discusses economic history of Malaya before 1914 in general. The study took J.H. Drabble (1974)12 writing which concluded that the arrival of the British in Malaya did not determine the pattern of economic development that appears later. 'Vent-for-surplus' model from Hla Myint13 suitable describes the initial process of Malaya’s economic growth.

Myint shows two ways how the people of Malaya engaging in a money economy and wages. The first way is by supplying agricultural products to the export market. The second way is by getting the wages of the mines and plantations of foreign ownership that has been established in the country. In Myint analysis, transport is required to open the remote areas in Malaya, and foreign export-import firm is also required to act as a mediator between the people and the world market. Government activities, migration events, company and capital are the three powers that drive Malaya’s early economic growth. British intervention in Malaya gives advantage to those who want to improve the economy. For example, the new land law namely Torren system which influenced the pattern of economic growth in Malaya and also an element of individualism. Besides, there is an opportunity to borrow money from the government. Better communication system also helps the development of various types of commercial activities.14 P.J. Drake’ study is important because it helps researcher to understand the early structure of Malaya’s economy during the British colonial era.

Lee Sheng-yi in his writing, The Monetary and Banking Development of Singapore and Malaysia15, he discussed the historical development of financial and banking system in Malaysia and Singapore, the evolution of its currency board system and the impact of this evolution of trade activities during the British colonial era. British banks are banking pioneer in Malaya. Their early businesses are mostly in exchanges, with silver and gold at first, and then sterling with local dollars. The history of the financial system of Malaya began with the Banknote Ordinance 1899 and Currency Reform 1903 to 1906,16 which has established a Currency Board system17 and Sterling exchange rates. The main activities of Currency Board are managing the distribution of currency gains, the percentage of currency reserves, investment policy, simplifying the account in the initial period, the regulations on the coin or liquid, and limited movement on the exchange rate of the dollar and sterling, such as the difference between buying and selling rates for the British Commissioner.

Studies on trade and foreign investment in Malaya in the late 19th century and early 20th century show that the establishment of the Currency Board in 1899 and the Currency Reform in 1903-1906, along other factors has encouraged the development of the economy, trade and development. Other factors were the increase in world demand for rubber and tin, British control of the Federated Malay States that produce tin, improving labor conditions and British land mines policy. After the Currency Reform, British investment and other European countries in the sector of rubber and tin have increased significantly. Currency Reform occurs during the development level of the rubber industry in Malaya, and it guarantees the stability of the foreign investors that invest their capital in the rubber sector in terms of pound sterling.

Subsequent legislation such as the Currency Ordinance 1938, and Malay Peninsula and British Borneo Currency Agreement in 1950 and 1960 aimed at making amendments to the Currency Board system.18 The study also focused on the development of foreign banks and local in Malaysia and Singapore. In addition, the problems of the financial sector and the foreign exchange rate are also discussed. This study helps researcher to understand in greater detail the financial system in Malaysia and Singapore that form the structure of the national economy so that foreign investment can be brought in for the country's development.

Mahathir bin Mohamad in his writing, The Malay Dilemma19 and Sivamurugan Pandian in his writing, The Malay Dilemma - Pemikiran Awal Tun Dr. Mahathir Mohamad20 explains the problems of the Malays from Mahathir glasses. British colonization, the presence of Chinese and Indian and the reign of Japan has created dilemma living standards to the Malays. His study of the system of values ​​and ethics of the Malays tried to pinpoint the fundamental errors that must be corrected and adjusted so that other actions to develop the Malays have a better chance to succeed. These two studies are choosen because of the existence of the Look-To-The-East idea before the tenure of Dr. Mahathir Mohamad is due to the problems of the Malays at that time.

The importance of South Korea in Malaysia’s socio-economic development has been touched by many researchers before, among the key study are from Kim Woo-Choong (1994),21 Ann Wan Seng (2006),22 Yang Seung-Yoon & Zaharani Ahmad (2011)23 and Nor Hashimah Jalaluddin & Zaharani Ahmad (2011).24 Charles R. Frank Jr., Kwang Suk Kim & Larry E. Westphal (1975),25 Uk Heo (2008),26 Marcus Noland (2011)27 and Byongwon Bahk & Gi-Wook Shin (2012)28 discuss the economic growth of South Korea which stunned the world after the Second World War.

Foreign Direct Investment (FDI) is important for economic growth and development in Malaysia. It has contributed significantly to the economic development in Malaysia. Investments made by multinationals, especially in the electronics industry have led the country’s export orientation since the 70s. Most of the manufacturing output and the rapid rise of exports were contributed by the activities of multinational companies, subsidiaries and their affiliated companies. Malaysia's success not only in attracting multinational investors to invest in Malaysia, even in providing an environment that is enough for them to grow and diversify their operations in line with the needs of their business growth.

Diplomatic relations between Malaysia and South Korea began on February 23, 1960. Over the past five decades, it has witnessed the development of bilateral trade, investment, cultural and socio-educational ties. South Korea continues to be one of Malaysia’s main sources of foreign direct investment since 1980.29 Although investments from South Korea are not as high as Japan, Taiwan, the United States and Singapore, but South Korean investment has increased sharply from 1988. In the period 1992 to 1996, South Korean investment is one of the six major investments in the manufacturing sector. Until the end of 1996, a total of 235 projects involving investments of South Korea worth RM4.6 billion were approved for the manufacturing sector. Most of Korean investments in the sector’s output are non-metallic products, electrical and electronic products, wood and wood products, rubber products and chemicals. In 1996 alone, a total of 18 projects with investment from South Korea worth RM644.3 million were approved for the manufacturing sector. Electrical and electronic projects are mostly approved, with six projects worth RM17.3 million involving the participation of South Korea.30

Malaysia's trade with South Korea is on an upward trend for five consecutive years from 2004 to 2008, increased by 6.7 per cent from US $ 9.7 billion in 2004 to US $ 15.4 billion in 2008.31 As of 2012, a total of 287 projects have been implemented with an investment of RM 7.7 billion. South Korea projects in Malaysia are focusing on electrical products and electronics, non-metallic mineral products, basic metal products, fabricated metal products and chemicals and chemical products. Before 2011, South Korea is the sixth largest trading partner and seventh largest foreign investor in Malaysia but in 2011 it appears the second largest with approved investments totaling US $ 1.6 billion (about RM 5 billion).32 South Korean investments in Malaysia from 2009 to May 2014 involved 60 projects amounting to RM 13 billion with 9,276 jobs available.33 As of December 2014, there were a total of 337 South Korean manufacturing projects in Malaysia involving a total investment of US $ 4.6 billion.34

Malaysia and South Korea posted a trade value amounted to US $ 10.8 billion for the period January to August 2015, making Malaysia the South Korea's 12th largest business partner other than 10th largest investor in the manufacturing sector in Malaysia. South Korea's exports to Malaysia valued at US $ 5.2 billion between January and August 2015, while the value of trade in 2014 amounted to US $ 18.68 billion. Malaysia's major exports to South Korea including liquefied natural gas (LNG), petroleum, crude oil, electronic and electrical products while major imports include machinery, electronics and petroleum products and electricity. By April 2011, the number of 500 South Korean families who joined the Malaysia My Second Home Programme is expected to increase. Until that period there are 20,000 South Korean citizens residing in Malaysia and about 3,000 South Korean students studying in Malaysia.35 On tourism, the arrival of South Korean citizens to Malaysia from January to April 2015 a total of 149,951 passengers, an increase of 12.1 percent compared to the same period last year a total of 133,753 people. Malaysian citizens to South Korea between January and August 2015 a total of 121,780, down 8.6 percent for the same period last year a total of 132,319. Up to November 2014 a total of 606 Malaysian students studying in South Korea has registered with the embassy.36

South Korea like China and Japan gradually become apparent in the minds of Malaysia for economic and political bilateral reason. University of Malaya is the first university in Malaysia to introduce Korean Studies by offering Korean language courses in the mid-1980s. This is followed by offering courses in social sciences related to the Korean Peninsula, such as Korean business course, history, culture, economics, international relations and foreign policy. Korean Studies Program at the Department of East Asian Studies, which offers comprehensive multi-disciplinary curriculum, remains the only one of its kind in Malaysia.37 The second wave of the Look East Policy in Malaysia introduced in 2012, following the first Look East Policy that was introduced by former Prime Minister Tun Dr. Mahathir Mohamad, aimed at strengthening political and economic relations with the countries of East Asia, Japan and South Korea. The second wave will focus on the Malaysia Economic Transformation Programme and South Korea Creative Economy.38

The Importance of South Korea

Malaysia is keen to attract more South Korean investment in various sectors, especially in green technology. With the implementation of the Investment Agreement under the ASEAN-South Korea Free Trade Agreement (FTA) since Sept 1, 2009, investors in Malaysia and South Korea are expected to benefit more from investment facilitation and protection system more comprehensive and easy to make projections.39 South Korea was requested not only concentrate on the construction sector in boosting economic ties with Malaysia.40

By June 2012, the Prime Minister of South Korea, Kim Hwang-sik proposed that Malaysia hold a Free Trade Agreement (FTA) with the specific country. Although South Korea has many contacts in the field of investment trades through the ASEAN FTA, but he believes the FTA between Malaysia and South Korea are better. It allows South Korea to exaggerate whatever facilities, both in terms of markets, access to the market because Malaysia has great potential for the republic. South Korea sees Malaysia as a country that has the potential to expand the market not only bilaterally but to third country markets either in ASEAN or around the region of Southeast Asia.41

South Korea which is focusing on value-added capital industry and intensive knowledge can open up more opportunities for cooperation to the Malaysian company. There are a lot of exciting potential for cooperation in fields such as electronics, information and communications technology due to South Korea advantages in the areas concerned. South Korea also focuses on the creative economy which can be explored by Malaysian companies to opportunities for cooperation. Malaysia has a strong foundation in halal products and services, health tourism, education and finance and provides attractive opportunities for cooperation to companies from both countries. Malaysian companies that are already strong in South Korea are Berjaya Land, CIMB Group, eCosway Global, Boston F&B, Malaysia Airlines and Triways.42

South Korean companies urged to invest in various sectors, including green technology, Islamic financial services, health travel and activities related to oil and gas in Malaysia. By doing so, these companies will help South Korea and Malaysia to equally enjoy economic success in the long term. South Korean companies have been urged to take advantage of new policy initiatives and direction of the New Economic Model and the Tenth Malaysia Plan.43

Malaysia wants to attract more investment from sectors of green technology, high technology industries, biotechnology, advanced electronics and automotive industries of Korea and Japan in trade and investment mission during the five-day trip to the two countries from 29 December 2014. Those sectors could have a high impact on Malaysia in the long term. Skilled jobs opportunity in Malaysia will also be developed in line with the aspiration of becoming a developed nation by 2020.44

Malaysia is a very attractive investment location for small and medium enterprises in South Korea that are planning to expand their business in Southeast Asia. Malaysia saw South Korea’s small and medium companies that will require the development elsewhere because of limited space for growth in their countries as a potential major investor. South Korea’s Small and Medium Enterprises specializing in chemicals and specialty chemicals production value-added, business-focused information technology and communications, including semiconductor and electronics manufacturing, and the manufacture of food and services especially for halal-certified foods are welcome to Malaysia. The Malaysian government wants to encourage South Korean firms to use Malaysia as a regional headquarters where they can serve the ASEAN countries, build supply chains or manage tasks of regional operations.45

Although South Korea to pay attention to economic growth, especially the heavy industry and high technology, Malaysia gained worldwide attention for maintaining social harmony and tolerance. Malaysia's focus on the halal industry, tourism and finance has led South Korea in a few sectors. South Korea should learn from Malaysia to showcase halal products as South Korea also has Muslim citizens and tourists. Apart from political relations with Malaysia, relations between the peoples of South Korea and Malaysia are also a major factor in the continuity of relations between the two countries. South Korea is famous with k- wave culture. K-wave is an entertainment phenomenon in South Korea which has scour all over the world namely TV drama, movies, music, celebrities, food and more. Through this channel, Malaysians are starting to come to South Korea, and this has increased the tourism sector in South Korea. Although diplomatic relations between the two countries has existed since the 1960s, the historical record shows that the relationship between the people of both countries have taken place since the 19th century again. One of the universities in Malaysia, The National University of Malaysia has signed over 25 Memorandum of Understanding (MoU), Memorandum of Agreement (MoA) and Letter of Intent (Lol) with various educational institutions in South Korea by June 2015. The National University of Malaysia has been actively involved with education and research institutions in South Korea, among them are Daegu Health College, Chonnam National University, Seoul National University of Science and Technology and Korea University for research programs, seminars and student and staff mobility program.46

Official and Unofficial Visits From South Korea

The official and unofficial visits from South Korea to Malaysia from time to time also help strengthen ties between the two countries, such as the visit of the President of the Islamic Union of South Korea, Haji Omar Kim Jin Kyu in April 1961,47 the delegation of goodwill a total of four people led by Duk Shin Choi, South Korean ambassador to South Vietnam on July 25, 1961,48 the visit of the Minister of Foreign Affairs of South Korea, Dr. Tong Won Lee on December 22, 1964,49 the visit of the delegation of five persons led by Lee Byung Hee on March 23, 1965,50 the visit of the Prime Minister of Korea, Chung II-kwon on September 29, 1965,51 the visit of the President of South Korea to Penang in December 1965,52 the visit of South Korea’s Minister of Health, Dr. Won Son Oh accompanied by a member of the Board of South Korea, Chang Dae Cho and an employee of the Ministry of Health and Social Affairs of Korea, Dr. Joong Koun Oh on January 17, 1966,53 the visit of the South Korean President Park Chung-hee on February 7, 1966,54 the visit of the Delegation of South Korea to Sabah on July 20, 1977,55 the visit of President of South Korea, Chun Doo Hwan in June 29, 1981,56 the visit of President of South Korea, Roh Tae-woo on 3 November 1988,57 the visit of President of South Korea, Roh Tae-woo on September 13, 1991,58 the visit of the President of the Board of Representatives, Park Jyun Kyu on December 28, 1992,59 the visit of President of South Korea, Kim Young-sam on November 25, 1996,60 the visit from the Archives and Records Government Officer from South Korea to the National Archives on January 2, 200361 and the visit of the Minister of State of Foreign Affairs and Trade of South Korea on March 6, 2010.62

Economy Visit From South Korea

Economy visit from South Korea to Malaysia from time to time also help strengthen ties between the two countries, such as the visit of the delegation of 13 people led by Sang Won Lyoh, Vice-President of the Chamber of Commerce in South Korea in March 196263 and the visit from Daewo Business delegation in May 1980.64

Social Visit From South Korea

There is also a social visit from South Korea Taekwondo Team led by Major General Choi Hong Hi, a former South Korean Ambassador to Malaysia on 8 November 196565 and the visit of General Choi Hong Hi, the President of the Association of International Taekwondo and former South Korean Ambassador to Malaysia accompanied by Nam Tae Hi, President of the Asian Taekwondo Union on August 14, 1970.66

South Korea Contribution

There is a cultural agreement between the governments of Malaysia and South Korea, signed in Kuala Lumpur on 30 September 1965.67 In 1967, air services agreements between Malaysia and South Korea was signed in the office of the Ministry of Transport, Kuala Lumpur. The air services agreement is the first agreement to use the Malay language. The agreement was signed by Transport Minister, Tan Sri Sardon spokesman on behalf of the government of Malaysia and South Korea also signed by its Ambassador to Malaysia, Tan Sri Kyu Hah Choi. The agreement allows Malaysia and South Korea exchange of tourists and businessmen in addition to directly strengthen economic ties, cultural and social between the two countries.68 There is a memorandum of understanding was signed by the Chief Minister and Chairman of Daewoo Industrial Co. Ltd. in June 1980.69 In February 2010, Pos Malaysia issued the first envelope in conjunction with the 50 year relationship between the Government of Malaysia and Korea.70

South Korean Investment

South Korean investment inflows also helped the development of the Malaysian economy, such as the opening of three companies, namely Samsung Electronics Samsung Electron Devices (M) Sdn. Bhd., Samsung Corning (M) Sdn. Bhd. and Samsung Electronics Display (M) Sdn, Bhd. worth RM2 billion on February 24, 1997,71 on August 12, 2011 Malaysia entered a joint venture partnership for industrial biotechnology, a sector that is often referred to as the "third wave" in the biotechnology industry with CJ Cheiljedang Corporation from South Korea and Arkema SA from France. This partnership will be known as CJ Arkema, with both companies hold equal interests. Estimated at US $ 660 million (RM2 billion) in the next ten years, it will become the first major investment in the RM1 billion by the international biotechnology industry in Malaysia. The investment will further stimulate the growth of the industrial biotechnology sector and provide commercial opportunities for the industry, especially when Malaysia moves into the commercialization phase of the National Biotechnology Policy (NBP).72

In September 2014 three companies, namely South Korea's Lotte Group, Hanwah Group and Kiswire Ltd which their total accumulated foreign direct investment reached US $ 3.6 billion (RM11.1 billion) proposes to increase and diversify their existing investments in the country. Those companies not only want to increase investment in existing business activities, but also intend to explore different business from that endeavor now such as hotels, resorts, and health insurance. Lotte Group has invested US $ 2 billion through its subsidiary, Lotte Chemical Sdn Bhd in Pasir Gudang, Johor which involved with the petro chemical industry, while Hanwha Group took over a Germany solar panels company, Qcell Sdn Bhd and Kiswire involved in the production of steel wire and carbon steel, each invested US $ 100 million and US $ 500 million. Eight South Korean companies are also keen to collaborate with Malaysian companies to tap global halal market. Those eight companies were carrying out cooked rice, kimchi, dried seaweed, wheat flour, salt, bamboo and citron tea production activities.73

On February 5, 2015, Korea Electricity Power Company (KEPCO) is interested in investing in oil and gas industry in Sarawak involving the investment of around US $ 4 billion. Investment from a South Korea company in the oil and gas industry in Sarawak is the first to be implemented if it is successfully realized.74 One of the largest online marketplace in Korea, 11street announced plans to invest RM35 million (US $ 10 million) to its website in Malaysia in order to encourage the participation of local sellers.75

Agreement on increased cooperation in the economic, security, political and socio-cultural are among the areas that will be given in the Joint Statement of the Asean-South Korea Anniversary of the 25th Asean-South Korea, which is one of two documents adopted at the session summit on 12 December 2014. The ASEAN summit in Busan, South Korea brought the two objectives. First to assess the ASEAN-South Korea cooperation and determine the direction of this relationship in the future, and the second is to discuss issues related Issues and Non-Traditional Security Cooperation with emphasis on Climate Change and Disaster Management. The summit also discussed the inflow of Foreign Direct Investment (FDI) in which South Korea is the fifth largest country in terms of the contribution of investment in ASEAN. This summit also welcomed the initiative of the President of South Korea Park Geun-Hye, called Initiative for Peace and Cooperation of Northeast Asia.76
