One of the main differences between an expected and an unexpected crisis is the time, the manager and the responsible team has to respond. In the case of an expected crisis, the team has time to prepare possible steps before the crisis starts. They can act before the crisis even begins. In the case of an unexpected crisis, that is not possible. Here, the responsible team has to act fast and spontaneous. Therefore, a well-organized management is a key factor. Sudden threats affect the communication in different ways. They could destroy the phone lines and other devices. In the case of an expected threat, alternative communication ways are already known. But that is not the standard with unexpected situations. Paul Argenti described the lessons, we should learn from the 9/11 attack in an article published in 2002. One important point is the communication. An unexpected crisis could affect the communication between the population, the security forces and the managing teams. A communication backup should be part of the managing plans (Argenti, 2002).
