Organizations survive and thrive in the business environment, interacting with both the external environments and internal environments. These two environments exist objectively, and the number of elements and changes in it are not fixed, that is the degree of environmental uncertainty is sometimes high and sometimes low. However, they have tended to be complex in terms of global conditions. The economic recession that began in 2008 has caused turmoil in the global business environment, and the recent global outbreak of the Covid-19 has brought a wave of economic downturns. In such a complex and changing environment, organizations face many challenges, such as analyzing external environmental trends, aligning internal resources, and creating an adaptive organizational culture suitable for facing uncertainty.

2.1 The External Environments and Internal Environments

The external environment consists of a relatively controllable task environment and the Mega environment outside of control. The Mega environment, as the general external environment, includes five elements that exert pressure on the organization in terms of technology, commerce, legality, sociology, and global economy environments. The forces from the technological element are the obligation to maintain contemporary communications and computer systems, as well as the requirement to keep equipment competitive with those of rivals. The economic element requires organizations to pay attention to fluctuations in inflation, interest rates, and unemployment rates, as well as keeping the drive to accumulate wealth. The political element bind the organization in governmental changes and regional legislation. Work morals, sense of values, and multi-culturalism influence the organization from the outside as cultural elements. The international element includes the political stability of the counterparty, as well as fluctuations in tariffs and exchange rate. Elements of the Mega environment limit the actions of the organization to a certain extent, while in terms of driving organizational improvement, these elements have a positive impact that cannot be ignored.

If the Mega environment is considered as the outermost environment, then the Task environment is the next-outermost one. It also has five elements. On the supplier side, the external environmental pressures on the organization include the quality of products and services, working relationships and corporate costs; on the consumer side, customer expectations and requirements are important components; and on the competitive side, the competitiveness of prices, products and services need to be considered. The government and labor elements are similar in content to their counterparts in Mega environment, but are more detailed.
