The European Chief Public Prosecutor, Laura Kövesi, says that no EU member state is immune from fraud and corruption. The newly established European Public Prosecutors Office (EPPO) is a transnational body designed to bolster law-and-order across Europe.

The title of the paper – “Germany – The ‘Gotham City’ of Europe?” – is a provocative question, indicating that, although Germany has relatively good scores in certain rankings regarding the control of corruption, there seem to be issues and challenges for the country and these issues might be much greater than officials and decision-makers in Germany want to admit. 3.1.2 Financing of the judiciary

Based on research from Duden and Kunstreich, the financing of the judiciary is something to consider with regard to judicial independence. In Germany, courts are not only dependent on the choice of judges, but also on their resources. The federal and state governments provide the funds in their budgets, so it is ultimately the executive branch (‘Exekutive’) that decides how well equipped the courts are. According to a survey, many judges and prosecutors complained about inadequate staffing and technical equipment. The majority sees a deterioration in the general conditions over the last few years. At the same time, there is growing public criticism of the length of proceedings and the overburdening of the courts, as another survey shows.

Similar to the aforementioned research, Gnisa states that for receiving a budget, the federal minister of justice needs to go the the federal minister of finance to get it approved. This structure of the German judicial system is completely outdated and has not met international standards for a long time. Germany has been called upon by the Council of Europe to change these structures.
