3.1.1 Measures of Trump administration and countermeasures China

In 2019 Huawei is accused of financial fraud, money laundering, conspiring to defraud the U.S., obstructing justice, and breaking sanctions by the U.S. Department of Justice. Five months later Huawei was then added to the Entity List, with the consequence that companies from the U.S. are no longer allowed to conduct trade with Huawei or subsidiaries of Huawei in other countries without a license provided by the U.S. Trade Department. Thus, make access to parts from American manufacturers more difficult for the Chinese technology giant. In practice, this meant that for instance Google decided to stop letting Huawei's smartphones utilize well-known mobile apps like Gmail and Google Maps. Not only Google but other companies had severed connections with Huawei. American semiconductor companies including Intel, Qualcomm, and Broadcom informed their staff that they would no longer be providing Huawei with chips. In addition to U.S. companies, companies from other countries are also cutting off trade relations with Huawei such as Infineon, a German chipmaker, that also ceased sending products to Huawei. To further restrict Huawei's access to semiconductors, the U.S. Department of Commerce alters the foreign-produced direct product rule once more in 2020. The same license limitations that apply to chips made in the U.S. are also applied to semiconductors created outside the U.S. that use U.S. software or technology. The decision can be attributed to ensuring national security as the U.S. government and authorities have consistently stated that Huawei's electronic products may be used for espionage. (cf.
