One of the international organizations is the Council of Europe, in which they operate bodies, including the European Court of Human Rights. Member States in international organizations agree that in one way or another a part of their sovereignty to be left in the competence of the same, and they are obliged to receive obligations in addition to rights One of the obligations of the member states is also when the European Court for human rights issues judgments aimed at protecting the freedoms and rights of to the person guaranteed by the European Convention on Human Rights, they respect and at the same time implement them. The member states of the Council of Europe continue to have us as a priority the implementation of the decisions of the European Court for human rights, Albania is also among the members Council of Europe in terms of seen how many years ago the applicability of the decisions issued by the European Court of Human Rights, taking into account that such decisions oblige the member states. Members of this international organization must take their obligation to implement the judgments of the European Court of Justice very seriously for Human Rights, how much and how it is implementing these decisions, remains to be analyzed in the paper.

1. Albania's Integration in EU

There was even "doubt about her commitment constitutional towards European integration" (O'leary 2016). However, the inclusion of the countries of ofthe region in the EU still remains distant, as security and border issues must be resolved first between them and to deepen cooperation and mutual exchanges, good neighborliness in it all areas of social activity with the aim of integration at the regional level, without forgetting here the making with other homework qualities now known as the Copenhagen and Madrid criteria (The Copenhagen Criteria 1993). Whereas, "Expansion fatigue" (Schimmelfennig 2004) can also be termed one of the points in one way or another as a trigger of the "strict" criteria, to relax the countries with the increase in the standards provided by the EU. Integration of Albania in Euro-Atlantic structures are considered an important element in the context of the Pact Stability for South-Eastern Europe which was later replaced by the Regional Council Cooperation (ABAZI 2016).

In order to draw Albania closer to this goal, every effort will be made to implement it and all will be actively used existing instruments of assistance and cooperation to examine all possibilities e further growth (Albania. 2020). The Albanian constitution, apart from being a constitution modern (Kellermann 2007) it has characteristics in itself which in principle are also special, which are contained in all the constitutions of democratic countries. Many people have the opinion that in the absence of European integration and without the European Union, it would not be possible to ensure it peace (whether in Europe or worldwide), democracy, law and justice, economic prosperity and social security, and their guarantee for the future would be iimpossible (Borçard 2013).
