1.1 Theory – Threat, risk, issues assessment
According to Turner and Gelles (2003, p. 1), “threat assessment in organizational settings represents a unique set of challenges that require the merging of elements from behavioural sciences, labour law, law enforcement, and human resources” ...

... in order “to move away from the prediction of danger or the imminence of violence toward the identification and management of risk” (Turner & Gelles, 2003, p. 3).

... As with any organisation, BMW business activities carry a certain amount of risk. Proactive management of these risks minimises the impact these risks may have on the organisation. As outlined in BMW Group Annual Report 2009 (BMW Group, 2010) risks that are proactively managed by BMW are related to the following: economic environment, sector risks, operating risks, legal risks, personnel risks, information and IT risks.

Excerpt from the Book

1.1 Theory – Threat, risk, issues assessment

According to Turner and Gelles (2003, p. 1), “threat assessment in organizational settings represents a unique set of challenges that require the merging of elements from behavioural sciences, labour law, law enforcement, and human resources”. They explain that threat assessment focuses on a range of behaviours and actions that may result in pressure and threats for a company. Furthermore, the authors maintain that each organisation needs individuals to be able to comprehend the procedure of threat assessment, in order “to move away from the prediction of danger or the imminence of violence toward the identification and management of risk” (Turner & Gelles, 2003, p. 3).

Because of the uncertainty of many projects, a risk assessment is required, which should provide several opportunities and enable managers to “compare, rank, and portfolio-manage the options” (Koller, 2005, p. 13). According to Health and Safety Executive (HSE, 2006, p. 1), “risk assessment is simply a careful examination of what, in your work, could cause harm to people, so that you can weigh up whether you have taken enough precautions or should do more to prevent harm”. This definition implicates that risk management identifies risks and reduces preventable risks. HSE argues that risk assessment is important as stakeholders have the right to be guarded against damage resulting from irresponsible means of control. Therefore, “you are legally required to assess the risks in your workplace so that you put in place a plan to control the risks” (HSE, 2006, p. 1). Risk assessment consists of five important steps, which are illustrated in Figure 1.1 which has been constructed according to the theory provided by HSE.
