Over 1.5 million people are currently being held in correctional facilities across the United States, a number that has increased by more than 400 percent since 1978. Since the 1990s, both the overall crime rate and the population of jails and prisons have decreased. More than 600,000 inmates are released from state and federal prisons on an annual basis. After their release from prison, these individuals must first face a myriad of obstacles in order to regain their place in society (Hutcheson, 2018). The vast majority of them are incapable of securing opportunities due to their low levels of education and lack of practical experience. The fact that more than eighty percent of formerly jailed offenders are re-arrested demonstrates the ineffectiveness of the rehabilitation efforts made by the justice system. The field of criminal justice is still being adversely affected by problems relating to public safety and mental health. It has been proved that inmates who are suffering from mental illness do not receive the essential medical attention inside of jails. Because of this, violent crimes such as rape will still be a serious problem even after the perpetrators of these crimes are released from prison. As a result, changes are essential to ensure the continued success of the judicial system.

Barrenger & Ray (2017) argue that the current standard of medical care in our nation's jails is unsatisfactory because sick convicts do not receive the necessary care to recover from their conditions. The following is a statement regarding the accessibility of medical care within correctional institutions: Every day, adults, children, and pregnant women who are detained suffer because they do not have proper access to medical and mental health care. Even with adequate funds, people with the most critical medical requirements are often not addressed. Some licensed bartenders cannot produce documentation to prove that they are licensed. The Bureau is in charge of a large network of medical referral clinics that provide inmates with access to specialist medical care for treating acute or ongoing conditions. Only those people who have the most significant medical care demands, as stated by Bloom & Novosad (2017), receive unnecessary medical care. However, the remainder of the population receives less attention overall. Even if they are not in immediate danger of passing away, some prisoners who are not severely ill may be in agonizing pain and medical care. It is not ethical to handle detainees in this unorthodox and harsh manner.
