Momentum political situation on the ground in Kosovo can be described as "position in a chess mat. De facto, Kosovo is an independent state in many ways, but de jury political prospects are dark integration. Facts on the ground give Kosovo the right to citizenship, and insist that the international community together to walk the roads that are part of the Euro-Atlantic integration. Development policies in Kosovo have been stuck arguing on developments in the region, will however, be good examples to follow in the region states state that these are in advance with these process integration. Challenges in institution building and transfer of powers to Kosovo institutions

In his address, it was addressed to the Security Council of the United Nations since April 2002, presented an approach that had order to meet the standards before status. This presented an eight-point plan, as it was called "benchmarks for Kosovo" (bend for Kosovo). These standards were announced for an indefinite period, without any definition of progressive. However this strategy was a presentation by the United Nations and other international routes, it was within the EU as scheduled. The Holkeri, [6] in December 2003, published another document add "Standards for Kosovo", which presented the most obvious of these standards.[7] In October 2005, European Commission, UNMIK and the Office of the Prime Minister agreed to incorporate the standards in long-term process of European Integration, and drafted an action plan to only gradually to meet these standards. In continuation, in addition, the EU drew up another new European Partnership, adopted in January 2006, draw in itself the essence of the Standards for Kosovo, including in order establishing values and principles of the process for Standards in process work in Kosovo's European integration. This merger allows Kosovo to continue implementing the Standards essential, and at the same time strengthen its progress in the SAP. Performance of these standards, UNMIK, was always obliged to report to the Security Council of the United Nations on Kosovo's progress in implementing the standards, at the same time Kosovo authorities will continue to report on progress before the European Commission, concerning the European Partnership.
The Government of Kosovo, in August of 2006, was approved EPAP (Partnership Action Plan European), as an important component of European integration processes in Kosovo. EPAP not only respond to priorities updated European Partnership, but he also intends to implement and adopt the Standards for Kosovo process, in this Plan of Action, reports submitted regularly by the local authorities to the European Commission, which serve as data for Annual Report of the Commission. EPAP follows the structure of the European Partnership priorities as addresses, which are identified in this document and 109th goals of standards, which are scheduled based on compliance with European Partnership priorities. These priority objectives are divided into short and medium term, depending on the deadline set for their meeting. Furthermore, all the priorities are separated in to groups based on political and economic requirements, which cover most of the goals of the standards, while the other section includes a priority in the field of European standards, most of which contain requirements stemming from the acquit communitarian.[8] The main objective of all these standards and commitments was that Kosovo institutions are ready to self governance independently after independence from these institutions in a state of running authentic democratic standards with the European model.
One of the main points during the construction of these institutions in the future, was the transfer of competencies from international institutions, which generally address the transfer of the Kosovo leadership was a process gradual, but more than necessary for the future of Kosovo, because Such a delay in the transfer of these competence not, bring people no consent to delay the majority of Kosovo and its status, but these powers transferred to must done much work in the construction of many state institutions in Kosovo and the creation of state capacity to ensure that these to transfer such responsibility, leading it self to be the main processes in the future before and after independence. The transfers of these powers require a maximum commitment by the people of Kosovo, to remain loyal to the working conditions of continuing the processes and tasks to the rule of law in the future.
Political-Institutional Reform in Kosovo and meeting the criteria
Alternative EU membership was the standardization and Kosovo in the European structures. Roads democratic European Union offered Kosovo, this is a way that brings stability is also region, but this was not an easy task to achieve, the major objectives were set for Kosovo, place time that the fruits of success to meet, to come up to these institutional reforms, was necessary commitment of the international European joint. Roads in the construction of state regulation, to state legal reform in general rights and institutional reforms were the main key to the state of Kosovo and beyond.[9]
These reforms were intended to bring Kosovo to ensure efficiency from these institutions for all their citizens, without distinction of nationality, race and religion. These institutions were built long after these years by the EU and the international community, they designed and installed along with standard democratic institutions, because both Kosovo and seek such a thing, so that these institutions to remain time and follow the rhythms and European democratic models and the U.S., as one of the best democracies in the world. However, looking from the prism democratic Kosovo is introduced to standardization and a commitment to make such reforms and to provide relevant key to open the door of the EU. However, not only would be enough to get the key to this gate, many roads remain to be done in coming years to move Kosovo towards European. One was also aids collaboration with the Office of the European Commission was meant to help Kosovo in the course of economic reforms, territorial integration of Kosovo and the achievements and laying the road towards the EU. Kosovo needs reforms changes, political and national security. Improvement of these areas will create the necessary conditions required for integration and membership.
At the same time required to solve many economic and political problems continued, which would reform initiative were the best on the basis of studies by political authorities in general, as building common goal.[10] A current job and future is the fulfillment of certain criteria that will determine the future of the European Union in Kosovo. The issue of EU membership, as the aspiration of our people, should not be hindered if the contradictory policies of some states do not contribute or do not provide guarantee for the road, but as one of the priorities will remain right now basic reforms in the state and political institutions. These tasks posed by the EU, as a strict duty to fulfill certain criteria, the realization of which depends on the European future of Kosovo. Fulfillment of reforms so far in Kosovo, is a good step in some institutions, knowing that now Kosovo situation as a newly formed state, shows clearly the expectations of further, that these reforms met with success, because they role in passing, that give an overview of how to meet the criteria next also with such ease in the near future, because they expect Kosovo to build strong institutional sites, indicates a peaceful demonstration of democracy and the traditions, transparent and stable, will bring a faster fulfillment of institutional reforms, the latter will disarrange ways to fulfill the European criteria further
