The paper discovers how people in the Tigray region of Ethiopia are trying to retrieve their identities after years of forceful conflict and dislocation. With many individuals lacking any form of legal or personal identification, rebuilding trust and access to services requires more than just infrastructure—it requires reestablishing identity.
