This study evaluates how teachers performed and adapted as Learning Resource (LR) developers while shifting to distance learning during the COVID-19 pandemic. The findings provide actionable insights for teachers, school administrators, and division leaders to enhance modular instruction.Using a descriptive survey design with purposive total enumeration, data were gathered from 49 key stage 2 (Grades 4–6) teacher-writers in the Division of Cavite during SY 2020–2021. The primary instrument evaluated module writing experiences across 30 Likert-scale items (rated 1 to 5).
The evaluation phase emerged as the highest-considered component of materials development (WM = 3.93), followed by determining goals and objectives (WM = 3.90), and selecting/developing materials and activities (WM = 3.79). The results highlight an urgent need for targeted training programs focusing on these top components and stronger stakeholder support to address resource limitations.
Findings offer a direct blueprint for Education Program Supervisors and school heads to design targeted teacher training programs, secure infrastructure support, and refine division-level policy for distance learning.
