This study aims to improve the reading ability of National Learning Camp pupils during the school year 2024.
This study employed qualitative data analysis to assess the reading abilities of pupils, utilizing the CRLA assessment tool, which is the standard reading monitoring instrument provided by the Department of Education.
There was a significant increase in the Grade Ready category, highlighting the effectiveness of the intervention in helping learners achieve or exceed grade-level reading standards. The intervention successfully eliminated the Full Refresher category, indicating that the most struggling readers made measurable progress. Overall, the redistribution of learners across the categories reflects a substantial improvement in reading proficiency levels following the intervention.
The intervention program was highly effective, as evidenced by the complete elimination of the Full Refresher category. This indicates that learners who required substantial support in reading achieved significant progress. A majority of the learners (145 out of 223, or 65.02%) reached the Grade Ready category after the intervention, demonstrating that the program successfully enhanced reading skills to meet or exceed gradelevel expectations. The redistribution of learners from the Full Refresher and Moderate Refresher categories to higher proficiency levels reflects steady and meaningful progress among the participants. The intervention addressed the needs of struggling readers effectively, as seen in the increased number of learners transitioning to Moderate Refresher, Light Refresher, and Grade Ready categories and, Sustainability and Scalability Potential. The program’s success in improving reading abilities suggests its potential for broader implementation in similar contexts to address reading challenges in early education.

Reading ability is a fundamental skill that should be developed early in a child’s education. Parents, as the first educators in a child’s life, play a critical role in teaching them basic reading skills, even simple words, and setting the foundation for formal education. However, in today’s digital age, many students are becoming increasingly dependent on gadgets and devices, which detracts from their interest in reading.
This growing concern is not only prevalent in the Philippines but also globally, as parents and educators face the challenge of engaging children in reading in the midst of technological distractions.
In response to this issue, the Department of Education launched Department Order No. s. 2023, which outlines the policy guidelines for the implementation of the National Learning Camp. This initiative mandates that all schools within the department conduct learning camps specifically aimed at addressing the needs of struggling readers from Grade 1 to Grade 12.
For the school year 2024-2025, the Schools Division of Cavite has targeted Grade 1 to Grade 3 learners in the intervention level to attend the National Learning Camp, with the goal of improving their reading proficiency based on assessments conducted at the beginning of the school year.
In alignment with this mandate, Trece Martires City District I has launched Project RAISE (Reading Abilities and Intervention for Students’ Enhancement).
