Abstract

Information and Communication Technology as well as its use, have become a crucial strategic instrument on resource management and decision making. Therefore, it has called various individual attentions, especially in research and management. The study current study attempts to examine efforts deployed on ICT by stakeholders towards rural resource management. The discussion is mainly involved on major outcome of ICT strategies to improve the rural life. For instance the government efforts through ICT policy implementation, strategies, level of infrastructure developed and their impact on rural resource management. The finding shows that despite the critical measures taken against ICT infrastructures and human resource development. But, the government including the rural stakeholders is still facing challenges on full utilization of ICT in resources management. Hence, in order to improve ICT infrastructures and enjoy the proper use of ICT services on resources management. It needs multidimensional approach towards ICT functions and user involvement to arrest the poor practices and failures on the technology. Therefore, the study recommended the use of education and training to achieve sustainability of ICT performance. This is to maintain the quality information supply chain in order to reduce management costs/risks related to failure on data/ information access.

The primary objective of this research is to evaluate the developmental status of Information and Communication Technology (ICT) infrastructures in rural Tanzania and to assess the impact of these ICT strategies on social and economic outcomes within rural communities.

So far the study identified rural challenges from studies can be summarized as follows: Poor land occupation and location, which led into conflict of interest between farmers and nomads (no master plan) e.g. the case of Arusha. There is inadequate information that helps to identify potential areas, like historical sites and forest products which attract tourism and funds. Challenge to mobilize scattered resources example labour force which can help creation of wealth and investments. Also, large physical distance between locations. 80 percent of Tanzanians live in rural and they are heavily depending on agriculture, but no reliable information and updates on markets (Macharia and Nyakwenda, 2010). The rural Tanzania is characterized by poor infrastructures such as electrification, roads and IT facilities. This has led into high cost of connectivity and operations.

Likewise there is a stigma and stereo type of making transaction through physical market and cash which claim low rate of e-trust/ subscribers. According to Sawyerr (2002) and Unwin et al (2010) argued that, due to low level of IT skills in rural, both IT infrastructures, and management costs are higher than urban. On the other side, poor access facilities available led into low socio-economic profile.
