The success of tourism industry relies more on the government policies that influence private investment to take a lead in Rwanda.

Despite the intended support by the government policies, some challenges were identified to hamper private investment in the tourism sector. Among them: increase in prices of private land; costly privately conducted EIA; shortage of funds and human resource capacity gap at local government levels; uncertain synergy among private sector and local communities in joint tourism ventures.

There is the need to make improvements in these policies to facilitate private investment in tourism sector in Rwanda.

Regarding the acquisition of private land by private investor, the policy gives private land owners liberty to set their own land price. However, it was noted in an interview with one of the private investors that price of private land has continued to increase in Kigali City, thus jeopardizing private investments in tourism industry. Likewise, Rothbard (2011) urges that private landowners benefit more from inflating land price, because they have multiple incentives for favoring such inflation. Deininger (2003) considers inflated land price to be a result of imperfections or distortions of land values that limit access to land by landless buyers. Equally so, the liberty of private landlords to set and inflate land price often decreases private investments, a case in point was in Japan from 1987-90 (Baumgartner and Meredith, 1995); similar challenge was experienced from 1980-81 in the USA (Vernal District, 1984).

Apart from land policy noted to influence private investment, environmental policy of Rwanda stipulates the environmental protection measures and integrates them into commercial and industrial activities to promote environment friendly tourism development (Minister of Lands, Resettlement and Environment, 2004). One of the major stipulated measures is EIA for environmental friendly tourism development, which private investors are tasked to conduct for any private investment project in Rwanda (Rwanda Environment Management Authority, 2006).

Private investors with hired experts conduct EIA for environmental compliance certification of their investment projects to kick-start, a task claimed to be costly and time-consuming. One private investor interviewed said that EIA experts demand for more time and better funding. This investor added that EIA experts’ demands always delay investment process. The claimed delay was clarified, in a telephone interview, by an EIA government official as due to EIA exercise done to foretell what to do for a certain project to go ahead, but not to delay it.
