As we are embarking on the enhancement of the K to 12 Basic Education Curriculum, our country is facing a bold metamorphosis. Change is coming and we are fortunate to be able to play a part in this change. Quality learners, quality content, quality processes, and quality outcomes are expedient ingredients quality education (UNICEF, 2010). In our time teachers in the senior high school level have major challenges. First, we must be concerned with the purpose of schools. Whether a teacher, a school, or a district elects to emphasize academic core subjects, vocational training, or critical thinking, that choice is building toward the common purpose of helping students engage in lifelong learning, participate in a democratic society, and engage in productive life work. However, these choices limit or enhance certain opportunities for Grade 11 senior high school students when it comes to evaluate their mastery and attitudes of the two specialized offered subjects in the General Academic Strand (GAS) namely; Philippine Politics and Governance, and Organization and Management. And the second challenge is to rethink how these students as history makers’ schooling in the twenty-first century will work. Many school districts are developing their curriculum matrices according to their subjects offered together with the aim at helping students perform well in relation to the learning standards comprising content standards, performance standards, and learning competencies that are outlined in the curriculum (DepEd Order No. 8, s. 2015). On the other hand, the success of the reform movement ultimately will be measured through its impact by looking into the significant trend in relation to the student’s mastery and attitudes, given the often overwhelming social and economic circumstances of students who live in desperately impoverished neighborhoods. In short, this prompted the researcher to undergo an action research, for the first time in history in senior high school department and for the past fifteen years of teaching Social Studies from private schools to the public, the researcher is very much ignited in facilitating the students to upgrade their levels of mastery and nurture desirable attitudes successfully and responsibly in the ever-changing work situation.

Rationale

As we are embarking on the enhancement of the K to 12 Basic Education Curriculum, our country is facing a bold metamorphosis. Change is coming and we are fortunate to be able to play a part in this change. Quality learners, quality content, quality processes, and quality outcomes are expedient ingredients quality education (UNICEF, 2010).

In our time teachers in the senior high school level have major challenges. First, we must be concerned with the purpose of schools. Whether a teacher, a school, or a district elects to emphasize academic core subjects, vocational training, or critical thinking, that choice is building toward the common purpose of helping students engage in lifelong learning, participate in a democratic society, and engage in productive life work. On the other hand, the success of the reform movement ultimately will be measured through its impact by looking into the significant trend in relation to the student’s mastery and attitudes, given the often overwhelming social and economic circumstances of students who live in desperately impoverished neighborhoods. This is substantiated by Oakes & Sirotnik (1986) as cited by Aldridge and Goldman (2002) from their critical perspectives on the organization and improvement of schooling that big-city minority students are leaving schools by the tens of thousands each year- some as dropouts, some as graduates- utterly unprepared to participate in and contribute to a democratic society. They lack the skills necessary for gainful employment and they lack the preparation to continue their education. The inquiry of Lehmann (2000), on student- generated discussion in the senior secondary English classroom were heartening, although they may have been somewhat sanitized by student efforts to please their teacher or to prevent getting a low reputation that might affect their marks because of the relatively high level of attention to discussion that was reported by students.

Dornyei quoted Quinto and Dapat (2013) who averred that learners avoid talking about concepts where they would have difficulty expressing themselves i.e. a learner avoid saying certain utterances because she/he does not have enough vocabulary.

By means of assessing the mastery and attitudes of the Grade 11 senior high school students toward these specialized subjects initial implementation; Philippine Politics and Governance, and Organization and Management, we will be able to identify what the students are wanting and addresses themselves to this difficulty by bringing together the important ideas and trends in organizational behavior and good governance. Steve Jobs once said, “If you are working on something exciting that you really care about, you don’t have to be pushed. The vision pulls you.” It is important that we find fulfillment in what we do; that we look forward to what gets up in the morning every single day. It is this eagerness that gravitates us a step closer to our end goal, no matter how big or small (Pabellano et al., 2016).

In short, this prompted the researcher to undergo an action research, for the first time in history in senior high school department and for the past fifteen years of teaching Social Studies from private schools to the public, the researcher is very much ignited in facilitating the students to upgrade their levels of mastery and nurture desirable attitudes successfully and responsibly in the ever-changing work situation.

The Problem

The main problem of this investigation was to find out the mastery and attitudes of Grade 11 – General Academic Strand (GAS) senior high school students toward the initial implementation of Philippine Politics & Governance and Organization & Management. Specifically, the study aimed to find out the answers to the following sub-problems:

1. Is there a significant trend in levels of mastery among Grade 11 students along the following specialized subjects:
1.1 Philippine Politics & Governance; and
1.2 Organization & Management?

2. What is the profile of attitudes of Grade 11 students toward the following specialized subjects:
2.1 Philippine Politics & Governance; and
2.2 Organization & Management

3. Is there a significant relationship between the student’s performance in Philippine Politics & Governance, and Organization & Management?
4. What immediate action may be proposed to upgrade the performance of the students as well as the initial implementation of these specialized subjects in senior high school department?

Statement of Hypotheses

Ho 1. There is no significant trend in levels of mastery among Grade 11 students along the following specialized subjects:

Ho 1.1 Philippine Politics & Governance; and

Ho 1.2 Organization & Management

Ho 2. There is no significant relationship between the student’s performance (GAS- A and GAS- D) along Philippine Politics and Governance and Organization and Management.

Methodology

This study used a correlational research since it measured the extent or magnitude of the association between variables while the other one is descriptive survey to answer the identified problems. This was administered starting month of October 2016 within this semester after collating and preparing this scholarly endeavor in preparing for data saturation.

Instrument I was a data taken from Item Analysis Form comprising the levels of mastery from the four Grade 11 sections (GAS- A to D) and the other two sections (GAS – A and D only). The Chi-square was used to determine the significant trend in mastering the learning competencies of specialized subjects to answer the first problem.

To answer the second problem, a modified attitudinal or questionnaire was employed. This was administered purposively to eighty Grade 11 (GAS A to D) Senior High School students with a sample of sixty Grade 11 (GAS- A and D only) for the two specialized subjects. These could range from the most positive and unfavorable to the most negative and unfavorable and usually covered the sub facets of the attitude domain. The scale used in measuring attitudes was a five-point rating. Ranked those indicated agreements with its weighted mean according to the importance they attached to the respondents.

The third instrument was taken from Form XIV containing the obtained scores of the students by purposive sampling of forty students from sections GAS- A and GAS- D only who were taking these specialized subjects under the researcher’s class program. Their scores in the first quarter were statistically treated using the Pearson r to determine the degree of relationship between the two subjects; Philippine Politics & Governance, and Organization & Management.

A Focus Group Discussion (FGD) comprising qualified Senior High School teachers were consulted to supply answer for the fourth problem which were the challenges they encountered in teaching the core, applied and specialized subjects and the promising actions that should be carried out to diminish if not work out the challenges.

PRESENTATION OF DATA, ANALYSIS AND DISCUSSION

The six following tables analyzes and interprets the results of the research conducted and presented in the following order: Grade 11 Students along Levels of Learning in Philippine Politics and Governance; Grade 11 Students along Levels of Learning in Organization and Management; Attitudes of Grade 11 Students towards Philippine Politics and Governance; Attitudes of Grade 11 Students towards Organization and Management; Relationship betweenPhilippine Politics and Governance of Grade 11 (GAS - A); and Relationship between Organization and Management of Grade 11 (GAS – D).

Table 1 indicates that out of 50 item test in Philippine Politics and Governance, section GAS- C garnered the highest frequency of thirty four (34) along mastered level; while section GAS- D had zero (0) mastery. However, sections GAS- A and GAS- C show a tie in Nearly Mastered Levels of Learning. As substantiated totality of one hundred sixteen (116) mastered items; this means that there is a significant trend in levels of mastery among senior high school students regarding this specialized subject because the computed X2 value is higher than the critical value at .05 level of significance; thus hypothesis 1.1 is rejected. The learning standards from the curriculum guide was very adequately carried out. Furthermore, the learners demonstrated an understanding of concepts of politics and governance with the propensity of the historical background of Philippine democratic polity.

Table 2 manifests that section GAS- D obtained the highest frequency of thirty one (31) along Nearly Mastered Level of Learning in Organization and Management and also got the lowest levels of learning which is only one (1). So far, the grand total of the two sections along Nearly Mastered Level that shows frequency of fifty eight (58) signifies that there is a significant trend in levels of mastery. The computed X2 = 12. 848 is higher than the critical value at .05 level of significance, so hypothesis 1.2 is rejected. Moreover, the learning standards designed needs to be more uplifted for the students in familiarizing basic concepts, principles, and processes of management for enrichment learning.
