In der Arbeit wird untersucht, welche Rolle nationale Menschenrechtsinstitutionen bei der Implementierung von Menschenrechten und demokratischen Standards in Entwicklungsländern spielen können. In einer theoretischen Einführung ins Thema werden unterschiedliche Institutionsformen vorgestellt und stukturelle sowie rechtliche Kriterien entwickelt, die eine erfolgversprechene Institution erfüllen sollte.
Anschließend wird am Beispiel der Menschenrechtskommission in Ghana, die ein sehr erfolgreiches Modell darstellt, untersucht, welchen Einfluss die Kommission bei der Verwirklichung von Menschenrechten und Standards guter Regierungsführung in Ghana hat.

3.3 Mandate and Activities

The bulk of the Commission´s work is made up by the investigation of individual complaints concerning the violation of fundamental rights and freedoms, injustice, abuse of power und unfair treatment of any person by a public officer or institution. Furthermore it is also concerned with complaints about the practices and actions by persons and private enterprises as far as human rights are concerned.

Since its establishment the number of received complaints by the commission has grown steadily up to a number of more than 12 000 in 2002 which is the most current official figure available.

The majority of cases involve private persons and enterprises with the bulk constituted by property-, family and labor-related issues. Only 20% deal with allegations against a state authority.

Among the diverse government bodies that are impeached the police service, the educational service, the health service and the district assemblies record the highest number of complaints. Half of those cases relate to conflicts about labour and employment. The rest addresses abuses of office by a public officer or other cases of administrative injustice, such as a delay in dispensing justice (by police and courts).
