Like the recent searingly honest McCarrick-Report, this paper is a no-holds barred analysis of the sexual abuse scandal generated by the high-profile former Cardinal Archbishop of Washington, Theodore McCarrick. This paper argues that the McCarrick-Report is a sign of a dysfunctional system held together by clericalism, patriarchy, secrecy, and sovereignty. Sexual abuse in the Catholic Church will not be rooted out unless the two twin villains of clericalism and patriarchy, secrecy and sovereignty are abolished.
In terms of its hierarchy, it needs to reflect the rest of society comprising male and female, straight and gay, married and celibate, young and old. This paper highlights the unprecedented nature of this report from the Secretariat of State. As John Allen says, "In the end, it’s possible the McCarrick Report may be remembered as the single most consequential step toward reform during the Francis papacy, not only because of what it reveals about this particular case, but the precedent it sets for how all future cases ought to be handled. Once the genie of transparency is out of the bottle, that is, it’s going to be awfully difficult to put it back in."
It is hoped that one of the corollaries of the McCarrick Report is to lead to a change in the way bishops are appointed in the Catholic Church. They ought to be elected by their constituency to a limited or even to a lower retirement age of 65 or whichever comes first.

6. My Initial Shock upon Reading the Report
My first shock upon reading the McCarrick Report was that at the time of his appointment to Washington in 2001 by John Paul II, the following allegations were attracted to Theodore McCarrick like a moth to a light.
a) Priest 1, formerly of the Diocese of Metuchen, claimed that he had observed McCarrick’s sexual conduct with another priest in June 1987, and that McCarrick attempted to engage in sexual activity with Priest 1 later that summer;
b) a series of anonymous letters, sent to the National Conference of Catholic Bishops, the Apostolic Nuncio and various cardinals in the United States in 1992 and 1993, accused McCarrick of paedophilia with his “nephews”;
c) McCarrick was known to have shared a bed with young adult men in the Bishop’s residence in Metuchen and Newark; and
d) McCarrick was known to have shared a bed with adult seminarians at a beach house on the New Jersey shore (McCarrick Report 2020: 67).
This list of allegations raises the question: how did Theodore McCarrick get through the stringent vetting process? The Church is usually a pass master at erring on the side of caution. You can therefore understand my scepticism with the Secretariat of State’s disclaimer that “the examination did not reveal evidence that McCarrick’s customary gift-giving and donations impacted significant decisions made by the Holy See regarding McCarrick during any period” (McCarrick Report 2020: 4) cited above. In the past at least, substantial donations to the Church did not exactly harm one’s chances of becoming a monsignor. Pope John Paul II allowed Theodore McCarrick to pull the wool over him. He even allowed a letter to his personal secretary to influence his thinking in which Theodore McCarrick lied to the Pope that “In the seventy years of my life, I have never had sexual relations with any person, male or female, young or old, cleric or lay, nor have I ever abused another person or treated them with disrespect” (McCarrick Report 2020: 8).
