Background: The release of the 2026 Basic Education Certificate Examination (BECE) provisional results in Ghana reignited long-standing controversy over the Stanine (Standard Nine) grading system, following allegations by private-school associations that candidates had been unfairly graded.

Purpose: This study examines the historical origins, psychometric logic, and contemporary contestation of the Stanine system, situating the 2026 dispute within the broader theoretical distinction between norm-referenced and criterion-referenced assessment.

Methodology: A qualitative, document-based analytical approach was adopted, drawing on West African Examinations Council (WAEC) public statements, the 1999–2000 Ghana Education Service (GES) Grading System Committee report, peer-reviewed assessment literature, and contemporaneous investigative and news reporting on the 2026 controversy.

Findings: The Stanine system, in continuous use since the BECE's inception in 1990, is a norm-referenced instrument whose grade bands are fixed proportions of each year's candidate cohort rather than fixed absolute-achievement thresholds. This architecture necessarily produces relative winners and losers independent of absolute mastery, a structural feature identified as problematic by GES's own reviewers as early as 2000 and sharpened by the 2019 shift to a criterion-oriented Standards-Based Curriculum. The 2026 dispute conflates two analytically distinct grievances: individually verifiable administrative errors, and a systemic objection to norm-referencing itself.

Conclusion: The persistence of unresolved grievance around Stanine grading reflects an unaddressed policy mismatch between assessment philosophy and curriculum philosophy rather than a single administrative failure, and warrants formal policy review rather than incremental audit alone.
