Community Development is an engaging process meant to deliver beneficial change to the participating members of the community. It can also be seen as a product of this so a mentioned progress.

The Constituency Development Fund on the other hand is drawn from Kenya´s national kitty and is meant to foster economic growth at the constituency level. We intend to objectively look at the positive and negative impacts that this fund has had on community (constituency) development and Kenya at large.

CDF breaches the separation of powers principle

Separation of powers enhances better democratic governance by limiting the independent authority of the legislature, executive and judiciary. The legislative arm of government is supposed to only enact the budget and evaluates its implementation by the executive. The CDF Act unconstitutionally confers the executive powers of budget implementation on MPs; it authorizes MPs to spend national funds and submit their annual estimates to themselves, through the Public Accounts Committee, in parliament. What this means is that there is no oversight of the funds seeing that the separation of powers has been breached. CDF demonstrates a blurry boundary line separating the executive from the legislature which is a clear indication of a diluted democratic system that is unhealthy for national development.
